Town of Tracy City $100,000 loan and $50,000 grant

Town of Tracy City

Renovation of City Hall includes roof, siding and exterior lighting.
The proposed project consists of the replacement of the current rubber membrane style roof and drainage system on the City Hall building, install new siding on the building, and address the exterior lighting.  The current roof leaks and several attempts to provide permanent repairs have been unsuccessful.  The proposed roof will be one pitched trusses to provide better rainfall runoff and prevent the occurrence of future leaks.  Siding will also be replaced with a more modern material in areas where wear and tear has caused holes.  Currently, cement board siding, stucco, or combinations of the two are being explored as a replacement.  The City Hall building has several exterior sections that originally had aesthetic lighting in place, but a lack of care over the years has rendered many of the fixtures inoperable.  Existing circuits will be used to add some accent lighting to enhance the building's aesthetics. 

South Central TN Development District $1,200,000 loan

South Central Tennessee Development District 

These funds will be used to construct a 12,000 square foot office building for the South Central Tennessee Development District (SCTDD) headquarters.
The South Central Tennessee Development District serves the 13 southern Middle Tennessee Counties.  This agency works with city and county governments to obtain funding for various community and economic development projects. 
As the needs of the local governments have grown, it has become necessary for SCTDD to expand professional and administrative staff to administer the expansion of senior and transportation programs as well as additions in economic and community development programs. The staff is currently spread into three different locations due to insufficient space in one location.  The construction of facility will enable the agency to locate all employees in one central location which will enhance the delivery of their services.

City of Newport $245,000 loan and $50,000 grant

City of Newport  


The Newport Sanitation Department operates a curbside pickup program for residential and commercial recycled waste which is transported to the recycling center located in Newport, Tennessee. They also operate a curbside pickup program for residential and commercial garbage (the 80% not recycled). At present, they use small compactor trucks and make several trips each week to the local landfill which is located 20 miles away. The cost of transporting 46 small loads of solid waste to the landfill each week can no longer be justified by the City. In an effort to continue providing the current level of garbage and recycled waste service to the residents, they needed to construct a new Solid Waste Transfer Station. This project will construct a new Solid Waste Transfer Station for the City of Newport to use to transfer solid waste to the recycling center in Cocke County. The funds will allow the City to continue providing the current level of garbage and recycled waste service to the residents. Without our assistance, the city would be unable to complete this project and would have to consider no longer providing these services due to the present cost of transporting the waste to the recycling center.

Lawrence County solid waste building addition- $132,000 loan and $124,000 grant

Lawrence County currently operates a recycling center and these RD funds will be used to allow Lawrence County to expand its recycling program and to provide storage for recyclable products. The project will include the purchase of a pre-engineered metal building, administration and contingencies cost, concrete and steel installation and purchase finishes, as well as plumbing, mechanical, and electrical costs incurred. This facility addition will allow the County to store recyclable products until time of sale. The proposed facility will also provide enclosed storage for recyclable items sensitive to climate changes that can have adverse effects on the environment.

Lawrence County Courthouse Renovation- $165,000 loan and $29,000 grant

These funds will improve public safety, functional space, consolidated office divisions, separate conference rooms by renovating the main floor and third floor of the judicial center and providing funds for HVAC and electrical costs incurred. The current Courthouse encompasses both court and the jail facility. The entity is in need of assistance to renovate this facility into a judicial center. The remodel will consolidate offices while maximizing building space. The facility design will allow office divisions to be centrally located which will not only maximize space but create a more functional environment for the community. This lay-out will increases efficiency while providing improved safety measures to include separate entry and exit points.

Sherwood Mining Company, LLC $5,000,000 guaranteed loan

Sherwood Mining Company, LLC

The funds will allow expansion of a limestone mining operation to increase employment in a small, very rural and isolated Tennessee community by providing working capital, fund the purchase of additional equipment to improve the process, increase production and expand market opportunities. In addition, these monies will  fund debt restructuring to enable the entity to continue and expand their operation, and enable the entity to increase their contract to market a larger amount of their output.
Sherwood Mining Company currently produces 500,000 tons of product per year. The funding provided by the Rural Development Guaranteed B&I loan will enable the company to double production to 1 million tons per year and begin long term planning for future operations. The funds will also allow the entity to increase revenues as a result of increased production and market expansion. Also, the project will have a positive impact on the environment due to the use of the products produced. At the present time, limestone products produced is purchased by the Tennessee Valley Authority for use in its coal fired electric generation plants. The limestone is used in the “scrubbers” which reduces Sulfur Dioxide emissions from the smoke stacks of these plants, which has been found to be a major cause of acid rain. The limestone produced by the business significantly reduces these emissions which improves overall air-quality and improves the environment.

Glenbrook West General Partnership $6,500,000 guaranteed loan

Glenbrook West General Partnership

This funding refinances short term construction debt and will assist the business in remaining in the local community by providing permanent financing with longer terms.  The business will add to the local economy’s tax base and assist the business to maintain existing contracts with local partners.
The project consists of a one-story shopping center facility constructed in 2008 with 75,700 sq ft of retail shopping space. The improvements are currently 91.5% occupied by four tenants. There is 6,400 sq ft vacant.  The owners are in negotiations to lease the remaining space.  This project is an important component of a master planned 105 acres power center.

City of Collinwood $60,000 ARRA funds

City of Collinwood

The city has purchased property in the downtown area where an old dilapidated building currently sits.  It presents a safety hazard.  The building will be demolished and a new parking area will be constructed that will accommodate the city government and local businesses.

Vanderbilt Landscaping, Guar B&I Loan $900,000

 Vanderbilt Landscaping

The ARRA Business and Industry Guaranteed Loan funds will be used to purchase the assets of an existing company. This company has been in the business of providing landscaping and mowing services along interstate and highway rights of way for several years. A group of employees who have extensive experience in the management and operation of this company are buying the assets of the company and forming a new minority owned company to be named Vanderbilt Landscaping, LLC. This company will be located in the rural Tipton County of West Tennessee in the community of Mason. The company will employ 35 employees. This will add to the local economy’s tax base and the business can maintain existing contracts with local partners

Greene County Partnership - $10,000 Grant

Greene County Partnership    

 

This project will provide for better coordination/promotion of tourism, especially agritourism, within the county. Funds will be use to purchase two promotional signs and create promotional website and brochures. This grant will allow the Greene County Partnership’s Tourism Department to place two promotional signs, one at exit 23 and one at exit 36 to direct prospective tourists into Greeneville. The grant would also allow the Partnership to create and promote a comprehensive website and brochure for the 25 trails in Greene County

The combination of signage on the interstate directing prospective tourist into the downtown and promotion of trails should increase tourism, especially agritourism,  activity in the Greeneville/Greene County area.

 

Clay County Government - $95,000 Grant

Clay County Government to Renovate Chamber of Commerce Facility

In order for the Clay County Chamber to reach out to the community, companies, businesses, and industry they have set a goal to completely renovate the facility, making it more attractive outside as well as inside.  The building is obsolete and has had minor repairs over the years.  The renovation, when completed, will allow the Chamber of Commerce to engage in activities to bring the community together in one space and attract industry, businesses, and tourism to Clay County. Additional much needed storage space will be created . This project will enhance economic development and job creation for Clay County.

Powell Valley Gas Utility District- $98,400 loan

Powell Valley Gas Utility District

The project consists of upgrading and adding new residential and commercial natural gas users to the Powell Valley Gas Utility District. These ARRA funds will be used for the installation of forty 6-in gas valves, the installation of thirty 2-in gas valves, the installation of 30 service taps and meters, 2250 LF of service lines and 600 LF of casing pipe. These improvements are needed to address a variety of safety, operational sustainability and growth issues. They will allow the residents of Sneedville the opportunity to hook on to a natural gas distribution system.
Many of the residents have no other options for heat other than unreliable and unsafe space heaters.

Lewis County Long Term Facility-Guar B&I Amount $3,205,000

Lewis County Long Term Facility

This ARRA project will allow debt refinancing to improve cash flow of an existing long term care facility. Lewis County Long Term Facility is located in the rural community of Hohenwald, TN. The facility was built as a 60-bed facility by the county in 1975. The predecessor company of the current owner/operator structure began leasing and operating the facility in 1977. In 1986 it was purchased and expanded to its current 131 beds. Lewis County Long Term Facility currently employs 134 employees in Hohenwald. The jobs are high paying jobs for this area, with an average wage of $11.50/hour. Existing local businesses will benefit by providing goods and services to the facility such as food, water, electricity, gasoline to provide transportation for clients, as well as medical services and prescription for clients. The facility will add to the local economy’s tax base. This loan guarantee will allow Lewis County Long Term Facility to save 134 jobs and create 4 jobs. It is the only long term care facility in Lewis County, TN and the nearest facility to the subject is approximately 21 miles away. This 131 bed skilled nursing facility provides vital specialized services to this rural community.

Crossville Cumberland County Chamber of Commerce- $120,000 loan and $89,000 grant

The ARRA funded project is to expand the Crossville Chamber of Commerce. Currently the Crossville Chamber of Commerce has assumed the responsibility for the operations of the tourism, retiree recruitment, and industrial retention and recruitment programs.  These expanded responsibilities require a flexible office and meeting area that can not be provided from their current facility which was constructed in 1961.Funding will add 1,320 square feet to the facility and purchase the necessary equipment for the addition.  This addition will consist of purchasing a heating and cooling system, a multi-purpose room, additional office space for additional staff, and handicap accessible restrooms. Better entrance for the public, and some additional furniture and equipment that will serve a wide variety of functions. The Crossville Chamber of Commerce currently plays a huge role in several important programs that stimulate the economic success of the surrounding area.  These functions are vital to the economic stability and growth of Crossville and Cumberland County.

City of Savannah-Hwy 69 and Higgins Drive-$545,000 loan and $151,000 grant

City of Savannah 

These ARRA funds will provide assistance to extend sewer lines and replace a 26 year old pump station and install an additional new pump station for the City of Savannah’s public sewer system. The first part of the project consists of extending its current system south to add an additional 20 customers.  The second part of the project replaces a 26 year old pump station located in its South Industrial Park and installing a new pump station. These improvements will reduce maintenance expenses for the City of Savannah. The new pump station will serve an Elementary School being built by Hardin County and due to open August, 2010This project is necessary for the citizens of Hardin County and also the City of Savannah for these communities to continue to grow and prosper.
