FOREWORD
The Office of Human Resources Management (OHRM) has developed a Student
Employment Program Report (SEPR). SEPR is an important recruiting resource
designed to help agencies eliminate the under representation of minorities
and women in the Department of Agriculture (USDA).
The SEPR should be used by each agency as a tool to help develop plans
to improve diversity and to monitor the results of targeted recruitment
or employment efforts. We suggest that the SEPR be distributed widely.
DATA COVERAGE AND DEFINITIONS
The student employment statistics used in this report were collected from the Mission Area Student Employment Program Managers. The report includes students who were enrolled in the student programs as of July 2000. It also includes information on the number of students who were converted from student appointments to Career or Career Conditional Federal assignments. OHRM made every effort to collect and use the most accurate data in developing this report.

EXECUTIVE SUMMARY
OHRM's student report indicates that USDA's recruitment of students
remained almost constant for 2000 while strides were made with efforts
to hire women and minorities. American Indians showed a large increase
in the number of students and in their percentage in the student population.
American Indians represent 302 students which is up from 164 in 1999. This
is more than an 83 percent increase. African American students had a slight
percentage increase of 1.5 percent. Hispanic students decreased by 2.9
percent overall but they increased their numbers in the Career Experience
Program which leads to permanent status. White and Asian student employment
remained almost constant representing 64.5 percent and 4 percent respectively.
The SEPR shows the number of Career Experience Program positions increased
by almost 76 percent from 588 positions in Fiscal Year (FY) 1999 to 1,031
positions in August 2000. (Career Experience positions may be converted
to permanent positions once students complete their education.) Also, women's
representation in the student employment programs increased by 2.2 percent.
USDA's mission areas reported the conversion of 185 students from the
Career Experience Program to permanent positions. Information on the conversions
is as follows:

STATISTICAL HIGHLIGHTS
Minorities represent 35.5 percent of the student employment in USDA.
This is an increase over last year's percentage of 34.2 percent. Other
highlights in Student Employment are as follows:

WORKFORCE OVERVIEW
The student employment covered in this report decreased by 14 positions
from
5,334 students in FY 1999 to 5,320 students in August 2000. However,
the total number of students in most minority groups increased. This upward
trend can be seen in the representation of American Indian, African American,
and Asian students. All increased for 2000. The representation of women
also continues to rise.
