Biosecurity Planning and Response Programs (Section 7221)

The bill adds new authority for "such sums as necessary" for REE activities to reduce food and ag vulnerability; continue partnerships with higher education institutions and other institutions to address threats; to make competitive grants; to counter or respond to attacks. Also, new authority for competitive grants for security upgrades (limit of $10M for each facility) at colleges and universities if the grant applicants can pay the non-Federal share of the cost.
