Review of Agricultural Research Service (Section 7404)

The bill requires a review of the purpose, efficiency, effectiveness, and impact on agricultural research of ARS. The study should use persons outside the Department, with a report to be submitted to the Agriculture Committees and the bill provides that Secretary shall use no more than 0.1 percent of appropriations made available to ARS in fiscal years 2002 through 2004 to carry out the study. A task force, appointed by the Secretary, will conduct the ARS review and also exam the merits of establishing National Institutes focused on disciplines important to the progress of food and agriculture sciences. The report is to be submitted one year after enactment of this legislation.
