Eileen Fitzgerald was named as the associate administrator of the Rural Housing Service. She succeeded Jan Shadburn, who served as RHS's acting associate administrator from May 1995--as well as serving as its acting administrator from October 1996--until he became administrator for RHS in August 1997.
From October 1996 until her appointment, Fitzgerald served as acting associate administrator for RHS. She served as the executive assistant to [then] RHS administrator Maureen Kennedy from 1994-96. Before joining USDA, from 1991-94 she worked as a policy analyst with the Virginia Center on Rural Development, based in Richmond, where she was responsible for policy and program development as well as providing technical assistance to rural community-based organizations and local governments.
Fitzgerald also served in Maryland State Government, where she worked from 1990-91 as the executive assistant and legislative liaison for Maryland's Secretary of Housing and Community Development, and from 1989-90 as a special assistant in the Office of [then] Maryland Governor William Donald Schaefer. She worked as a financial analyst for a New York City real estate syndication firm from 1984-87.
A native of New York, Fitzgerald holds a B.S. degree in finance and economics from Fordham University in New York City and a master of public affairs degree from the Woodrow Wilson School at Princeton University in Princeton, N.J.
