R. Hicks

Ron Hicks was selected as the deputy administrator of the Office of Management in the Food Safety and Inspection Service. He succeeded Alberta Frost, who served in that position from November 1996 until March 1998, when she became the director of the Office of Analysis, Nutrition, and Evaluation in the Food and Nutrition Service. Bill West, FSIS's assistant deputy administrator for information and finance in the Office of Management, served as its acting deputy administrator from March 1998 until he retired in November 1998, following 32 years of federal service.

From March 1998 until his recent selection, Hicks served as assistant deputy administrator for human resources in the Office of Management for the agency. He was FSIS's personnel director from October 1993 to March 1998. From 1991-93 he served as director of the agency's Labor-Management Relations Staff.

Hicks was deputy director of the Division of Personnel Management at the Bureau of the Public Debt in the U.S. Department of the Treasury from 1988-91. From 1984-88 he served as chief of the Labor and Employee Relations Branch at the Bureau of the Public Debt, after having worked as a labor and employee relations specialist there from 1981-84. He worked as a national field representative, based in Washington, DC, with the National Treasury Employees Union from 1977-81.

A native of Washington, DC, Hicks holds a B.A. degree in political science and a JD degree, both from Catholic University in Washington, DC.
