B. Stockton

Blaine Stockton was selected as the assistant administrator for the electric program in the Rural Utilities Service. This is a newly structured position as part of USDA's 1994 reorganization.

From 1991 until his selection, Stockton served as assistant administrator for the [then] Rural Electrification Administration's economic development and technical services program. He served as the assistant administrator for management in REA from 1982-91.

From 1978-82 Stockton was director of the agency's [then] Management Services Division. From 1975-78 he was chief of the [then] Management Analysis and Services Branch in that Division. He began his federal career with the agency in 1967 as a trainee in the [then] Office of Program Analysis, subsequently becoming a program analyst, and then a senior program analyst, until 1975.

A native of Bouckville, N.Y., Stockton holds a B.S. degree in personnel management from Pennsylvania State University and an M.S. degree in governmental administration from George Washington University in Washington, DC.
