He succeeded Dave Skeen, who served in that position from January 1998 until he retired in September 1998 following nearly 35 years of federal service, and who is now a senior consultant at the Reston, Va., office of Lockheed Martin, an aerospace consulting firm. David Bell, the acting deputy associate director of OO, served as OO's acting deputy director in the interim.

From September 1995 until his recent selection, Aldaya served initially as the acting deputy administrator for management, and then as the deputy administrator for management, in the Farm Service Agency.
