SALES CLOSING DATES AND PREVENTED PLANTING REQUIREMENTS Release No.0068.97 Tom Amontree (202) 720-4623 tamontree@usda.gov Eric Edgington (202) 690-2539 eedgington@wdc.fsa.usda.gov USDA ANNOUNCES SALES CLOSING DATES AND PREVENTED PLANTING REQUIREMENTS WASHINGTON, Feb. 28, 1997--Agriculture Secretary Dan Glickman reminded producers that the sales closing date for some southern crops is today, and for many others, March 15. Sales closing dates are significant because signing up for insurance, changing the crops insured or level of protection, and changing insurance providers, must be done prior to the announced date. Sales closing dates vary by crop and location (see attached). "Because of the high risk associated with agriculture, it's in the best interest of all producers to do whatever is necessary to limit their liabilities," said Glickman. "Making sure you have enough insurance coverage is key." Since wet conditions may delay or prohibit timely planting for some producers, they should make a point to discuss applicable policy provisions with their insurance provider. For instance, if producers want to increase their maximum eligible prevented planting acres, they must request the increase from their insurance provider on or before the sales closing date. Prevented planting coverage is available through catastrophic (CAT) coverage as well policies with higher levels of protection (see attached questions for specific crops covered and other conditions). Producers should contact their local Farm Service Agency or private crop insurance agent for more information. QUESTION: What crop policies include prevented planting coverage? ANSWER: Corn, grain sorghum, soybeans, wheat, barley, oats, rye, flax, cotton, ELS cotton, sunflowers, rice, hybrid seed crops, canola, dry beans and sugar beets. QUESTION: How are prevented planting payments determined? ANSWER: Eligible prevented planting acreage that is not planted to a substitute crop is assigned a production guarantee between 35 and 50 percent of the unit guarantee for timely planted acreage. The assigned production guarantees (35-50 percent) can vary by crop and reflect the differences in the timing of production costs. Once the prevented planting guarantee and eligible acres are determined, the process used to determine a payment are the same as if there were a production loss. QUESTION: Can I plant a second crop after filing a prevented planting claim? ANSWER: Yes. However, the second crop cannot be planted within 10 days after the final planting date of the original crop. When a second crop is planted, the prevented planting production guarantee is reduced by 50 percent. This option does not apply to CAT policies, or if the producer elected to exclude the coverage. QUESTION: What can producers do to speed up approval of their plans to increase the acres eligible for prevented planting coverage? ANSWER: Producers should consult their insurance provider and discuss their particular situation. Generally, insurance providers want to know that producers are prepared and able to farm the additional acres they intend to farm before they assume liability for the additional acres. Anticipating this need, producers seeking increases in acres eligible for prevented planting coverage are encouraged to suport their requests by inculding items like, seed receipts, land acquisition dates, available equipment, farm plans and loan information. QUESTION: If a producer intends to grow multiple crops, can the request to increase acres eligible for prevented planting exceed total tillable cropland acres?
