Statement

                               of
               Agriculture Secretary Dan Glickman 
                  on Senate Passage of S.2282

      "President Clinton called on Congress last month to take this step and
we are pleased that the Senate has responded so rapidly and in such a
bipartisan manner. I hope the 98 to 0 vote today will signal to the House the
need for equally quick action by that body when it returns next week.  Passage
of this bill, which is similar to an earlier amendment sponsored by Senators
Murray and Roberts, will clarify that the intent of U.S. sanctions law in
these cases was not to penalize American farmers by forcing the affected
countries to purchase food and grain from other suppliers."
