"This bill contains a level of assistance sufficient to help American farmers through the worst agricultural crisis in a decade. "Once the measure is passed and signed by the President, I will make certain that the Department of Agriculture gets these funds out to farmers as quickly and fairly as possible. "Despite the additional money in this bill, there remain serious, long-term, structural problems in American agriculture. It is my judgment that Congress will need to address these problems -- including strengthening the risk management and crop insurance systems -- next year. I look forward to working with the Congress on these vital issues." #
