        Agriculture Secretary Dan Glickman on the Signing
 of the Child Nutrition and WIC Reauthorization Amendments of 1998
                       November 5, 1998 
                                
     "With President Clinton's signing into law the reauthorization of USDA's
child nutrition and WIC Programs, the future of America's children is
brighter.

     "Whether we're providing school lunch for a hungry second grader, infant
formula for a needy newborn, or breakfast during the summer for a homeless
child, through this bill's programs we're making a positive difference in the
long-term health and well being of millions of children every single day.

     "This legislation rightfully earned widespread and bipartisan support. 
It is cost-neutral over five years, streamlines the programs, improves access
to them, and helps ensure their integrity, and will help us improve food
safety.  Simplicity, access, integrity, safety   that's good government in
action.

     "I want to thank those at USDA and on Capitol Hill, especially
Representatives Goodling, Clay, Riggs, Martinez, Castle, and Woolsey, and
Senators Lugar, Harkin, McConnell, Leahy, Johnson, and Cochran, who worked
hard to craft a bill that we can all be proud of, and that takes advantage of
this opportunity to improve these programs."
