                         March 26, 1999
                                
     " I am pleased that Congress acted quickly to pass our initiative to
allow farmers who had obtained CRCPlus coverage the opportunity to change
their coverage.  This timely, bi-partisan effort gives farmers the extra time
they need to obtain protection in time for spring planting.  I am hopeful that
we can build this type of flexibility into more of our programs so that
farmers have the tools they need to manage their risks."
