NATIONAL CONFERENCE OF BLACK MAYORS TO HONOR GLICKMAN FOR CIVIL RIGHTS
LEADERSHIP

     WASHINGTON, September 15, 1999 -- The National Conference of Black
Mayors will honor Agriculture Secretary Dan Glickman for his leadership on
civil rights issues at USDA on Friday, September 17, 1999 at 5:00 p.m. 
Glickman will receive the organization's first annual Beacon Award, which is
given to individuals who have provided guidance and inspiration in bringing
about change and improving the lives of disenfranchised individuals.
