ThedeclarationmakesqualifiedfamilysizedfarmoperatorsinbothprimaryandcontiguouscountieseligibleforlowinterestemergencyUSDAloans.Farmersineligiblecountieshaveeightmonthsfromthedateofthisdeclarationtoapplyfortheloanstohelpcoverpartoftheiractuallosses.USDAsFarmServiceAgencywillconsidereachloanapplicationonitsownmerits,takingintoaccounttheextentoflosses,securityavailable,repaymentability,andothereligibilityrequirements.
