USDAsMutualSelfHelpHousingprogramprovidesgrantsto126nonprofitorganizationstohelplowincomeparticipantsbuildtheirownhouses.Thenonprofitgroupssetupbuildingsites,buildfoundations,andprovidematerialsandtechnicalassistancetofamilieswhohelpeachotherbuildtheirhomes.Thefamilieslabor,or sweatequity,reducesthetotalamountoftheirloans.  Sinceitsinceptionin1971,theprogramhashelpedmorethan28,000lowincomeAmericansbuyhomes.Overthelasteightyears,federalfundingfortheprogramhasincreasedby400percent.Ruralhomeownershiphitanalltimehighof75.4%in1999forthethirdyearinarow.   Thishousewillbebuiltbyvolunteerswhohavebecomehomeownersthemselvesthankstotheirownsweatandhardwork,said_Glickman_. Byhelpingpeoplehelpingthemselves,wearemakinghomeownershiparealityforthousandsoflowincomeAmericans.  ThehouseonthemallprojectisapartnershipbetweenUSDA,theSmithsonian_Folklife_Festival,and_Proyecto_Ԁ_Azteca_,aTexasnonprofitorganizationintheRioGrandeValleyEmpowermentZone.Thehouse,whichshouldbecompletedontheFourthofJuly,willbemovedtoalocationinMarylandselectedbytheHousingAssistanceCouncil.  #
