The project will protect habitat for the threatened Spotted Owl, and will conserve a key watershed identified in the Navarro Watershed Restoration Plan, a plan sponsored by the EPA and California Coastal Conservancy, with broad voluntary public participation.   The property is less than 5 miles from a BLM parcel; several other easements are being developed in this area, one to the south, directly abutting the property, and one within 2 miles to the west. CA Lemon Canyon Ranch Sierra  $        50,000 640 Conservation Easement.  This project will protect managed forest and range landscape in a scenic and threatened mountain valley.  The property contains mature ponderosa pine habitat.  This project will provide a first forest easement in the southern Sierra County of the Sierra Nevada. It will be a model for a number of similar properties in the area.  This project is contiguous with National Forest on two sides. Pacific Forest Trust
CA Volcan Mountain (Phase I) San Diego  $      830,000 900 Fee.  This project will preserve prime mixed evergreen forest lands and public open space, and will bring the state and local agencies and nonprofit partners that have been working to preserve land in this region closer to meeting their goal. Acquisition of this land will preserve not only valuable forest lands, but will protect riparian habitat, critical watersheds, and habitat for endangered species.  Property is threatened by subdivision.  It provides a seed source for Big Cone Douglas-fir.  Approximately $2.3 million in TEA-21 funds have been awarded for the acquisition of property on or near Volcan Mountain as part of this multi-phased project. Other portions of the ranch have been acquired by and/or conveyed to the U.S. Forest Service in Cleveland National Forest, only a few miles away.  
CT Great Mountain Forest Lithchfield  $   4,151,000 5,565 Conservation Easement.  The forests at Great Mountain have been an excellent resource for ecological research, and have a history of active forest management and conservation, as a teaching tool for generations of foresters and citizen volunteers, and as habitat for rare and endangered species.  Conserving this large area of private forest protects habitat for endangered species and continues the production of clean water.  This Tract lies within the viewshed of the Appalachian Trail. HI *Papa Parcel Hawaii  $   1,700,000 2,000 Conservation Easement.   Hawaii did not request any Title II money since their top priority project did not lend itself to phasing, and could not be completed with partial funding.  As a result, the Papa project in Hawaii is the number one priority for Title VIII funding.  The Papa parcel is a diverse mosaic of mid-elevation koa-`ohi `a forest stands on lava flows of different ages.  These are habitat for four endemic forest bird species, the threatened Hawaiian hawk, and the endangered Hawaiian hoary bat.  The parcel is a key link in the long term protection of the forests of this region and abuts a Nature Conservancy preserve in the South Kona area of the Big Island.  This forest system is threatened by subdivision, nonsustainable logging, grazing and weed invasion.  Parcel is near the Kapua property, currently in the final stages of Forest Legacy acquisition.  A State natural area and the Hawaii Volcanoes National Park are nearby. IL Daysville Forest Tract Ogle  $      390,000 89 Conservation Easement.  Daysville Forest Tract has spectacular bluffs overlooking the Rock River. Located on the bluffs are 18 mounds that date from the Middle Woodland period of early Native American civilization. The forested acres on the tract provide a link to the entire forest community along the Rock River from Castle rock State Park and Lowden-Miller state Forest to the south and west, and Lowden Memorial State Park and the Northern Illinois University's Taft Campus for Outdoor Education to the north.  Cultural resources indicate a location requiring a Federal investment. Match will be land either purchased by the State or donated to a partner land trust.
IL Youngblood Hollow #3 Madison  $      280,000 70 Conservation Easement.  Thirty-five acres of oak-hickory-maple forest with tree 150 - 200 years old, this tract is located within the 1,000-acre forest and is under great threat of development for rural housing and associated commercial and recreation development in the forested landscape.  This tract is located near two other Forest Legacy Tracts. Match will be land either purchased by the State or donated to a partner land trust.
IN Big Spring Farm Washington  $        80,000 105 Conservation Easement.  This parcel contains a Natural Heritage Database Site, contains a remnant old growth forest area and has been written about in various publications due to its historical ties to native Americans and early Indiana. It has a diversity of habitat types, including uncommon geological formations and cave communities. The parcel supports endangered species and adjoins a dedicated State Nature preserve. Farms in the area are being pressured by a large developer for subdividing into rural homesites.  Investment in this tract will enhance Federal interests of clean water, T&E species and cultural resources. 25% donated by Landowner; TNC will plant trees.
IN Rattlesnake Creek LaPorte  $      100,000 120 Conservation Easement.  The Rattlesnake Creek parcel is located in a priority watershed and occupies headwaters to Lake Michigan - a very important regional drinking water supply. It has a diversity of habitat types, including uncommon fens, in an area rich in T&E species. the parcel has a high potential to support endangered species and adjoins a dedicated State Nature preserve - that was at one time part of this tract.  Protecting this tract will protect clean water and T&E species habitat. 25% donated by Landowner
IN River's Edge Porter  $      300,000 77 Conservation Easement.  This tract is within 1/2 mile of Indiana Dunes National Lakeshore, bounded by Little Calumet River and the Indiana Treaty Line, and provides a richness and variety of northern Indiana forest communities.  Located 1/2 mile from a National Park. Landowner donation of 15%.
IN Jack's Defeat Creek Monroe  $      383,000 225 Conservation Easement.  This is a 225 forested parcel along Jack's Defeat Creek within 20 miles of Bloomington. The tract is 1 mile south of Stinesville and in the heart of Indiana's limestone quarry region.  This tract helps enhance water resources. Landowner donation of 15%.
IN *Gnaw Bone Camp Brown  $   2,100,000 1,403 Conservation Easement.  This parcel forms a connector between the 24,000 acre Brown County state Park and the Hoosier National Forest. It protects a significant watershed and headwaters to Lake Monroe, and has high potential to support endangered species (especially the Indiana Bat). The property has operated as a Scout youth camp for generations and continues to provide extensive semi-public, forest-based recreation and education. The several hundred easily accessible scenic, wooded building sites that could be created by the subdivision of this property would be some of the most desirable in Indiana.  The high potential for this tract to support the Indiana Bat, a Federally listed T&E species is the Federal Investment. ME Mount Blue/ Tumbledown Phase I Franklin  $   1,170,000 3,400 Fee.  This is a region of low but spectacular peaks, popular hiking trails, small alpine ponds and beautiful Webb lake.  In addition to the large blocks of forest communities, the site also includes examples of acidic summit, alpine ridge, and krummholz vegetation.  This tract lies within the Federally studied Northern Forest Lands area.  Federal investments have been made in this area in the 30's, which have subsequently been transferred to State ownership. ME *West Branch Project Phase II Somerset, Piscataquis  $ 12,450,000 515,500 Conservation Easement/Fee.  One of the largest contiguous blocks of forest under single management in the eastern U.S., this property has sustained a flow of timber products for more than 100 years. The property encompasses the headwaters of both the St.John and Penobscot Rivers. Mountain trails, lake and river shorelines and some of the most cherished places in ME's North Woods will be protected. Within its borders are T&E plants and animals, 3 rare old-growth forest stands, valuable wetlands, and historic Native American canoe routes.  This tract lies within the Federally studied Northern Forest Lands area.  Interested parties include: Governor of ME, Forest Society of ME, TNC, Northern Forest Alliance, ME Audubon Society, Natural Resources Council of ME.  
MD Coastal Bay Worcester County  $      125,000 95 Conservation Easement.  Complementing protected land of over 600 acres, this is a key parcel in an area that has several programs (MD's Rural Legacy Program) and initiatives working to maintain its scenic character.  The landowner is currently managing the property for wildlife.  This tract lies within the Chesapeake Bay watershed  Protecting this tract from development helps clean up the Bay. Match will be made with CE's purchased under State Rural Legacy Program.
MA Alford Springs Berkshire  $   1,000,000 667 Conservation Easement.  One of the largest unfragmented holdings in the Taconic Range in Massachusetts, this tract is near perhaps the most desirable community for buyers seeking second-home and estate-type properties in the Berkshires.  Encompassing 1.5 miles along the Taconics.  Forest Legacy parcels have been purchased in the Taconic Ridge on the New York side.  Other funding sources are being used to protect land in this project area. MA Hatfield Watershed Hampshire  $      400,000 130 Conservation Easement.  Located in an extremely threatened municipal watershed, this tract includes headwaters and an aquifer for the domestic water supply for the town of Hatfield, representing 75% of the water source.  Nearby residential areas produce development pressure.  Complements Forest Legacy parcels Anciporch, Holich, and Town Watershed. Hatfield Conservation commission, Hatfield Dept. of Public Works through CE's on additional water lands
MN Rice County Big Woods Rice  $      906,000 470 Conservation Easement.  High-quality maple basswood woodland or wooded wetland along shoreline on a major recreational and scenic river in Rice County.  This project also includes 7 acres of a mine area to be rehabilitated.  Federal investment has occurred through the Stewardship Incentives Program.  All but one tract has a Stewardship Plan currently in place.  
MT Manley Ranch Phase I Powell & Granite  $      420,000 4,600 Conservation easement.  The Manley Ranch Phase I is an effort to purchase an easement on 3,780 acres of winter range for mule deer and elk. The Legacy funds would apply to 2,300 acres (43% of the easement). The Ranch supports a complex of grass and tree types that have never been plowed, and it is part of the BLM Blackfoot Challenge Demonstration Weed Management Project.  It covers 22 miles of perennial streams, including Douglas Creek, which supports pure-strain westslope cutthroat trout.  NRCS has invested EQIP funds in the property.  It contains habitat for Federal T&E and candidate Species; U.S. Army Corps of Engineers is planning design of a fish ladder on the ranch. A Forest Stewardship Plan is in place on Phase I, and one is planned for Phase II.   The Manley Ranch is in foreclosure.  The Conservation Fund is working with the conservation community to produce a result that will leave the Manley family in control of the ranch and avoid subdivision.  Montana Dept. of Fish, Wildlife and Parks has committed up to $383,000 for this project.  
MT Manley Ranch Phase II Powell & Granite  $      137,000 3,300 Conservation easement.  Phase II of Manley Ranch easement is an effort to purchase an easement on 3,420 acres of winter range for elk and mule deer. The Forest Legacy dollars would go toward 1,500 acres of forest, or 36% of easement. See Phase I
MT *Thompson/Fisher Phase II Lincoln, Sanders & Flathead  $   2,803,000 0 Conservation Easement.  The Thompson/Fisher is a major land conservation project to maintain a large landbase for habitat protection of elk and deer winter range; habitat for moose, bighorn sheep, wolves and lynx; habitat for native westslope cutthroat trout and bull trout and recreation values for generations of Montanans and visitors to the state.  Project lands are intermingled with and surrounded by the Lolo National Forest and the Kootenai National forest. Contains habitat for Federally listed species (bull trout, cutthroat trout, grizzly, wolf, bald eagles & lynx).  Compliments watershed restoration efforts currently being implemented by NRCS. Rocky Mountain Elk Foundation; the Wildlife Mitigation Trust Fund, the Avista Corp., and the Trust for Public Lands
NH Ossipee Mountains Carroll County  $   1,400,000 4,800 Conservation easement.  The Ossipee Mountains are a visually defining feature of the landscape of Eastern Central New Hampshire.  They are considered a prime example of a "ring dike" of a long extinct volcano.  This tract lies within an ecosystem of pitch pine that lies just south of the White Mountain National Forest.  Protecting this tract will protect clean water. A match will be made through either State land acquisition or donation to a partner land trust.
NJ Farny Highlands Morris County  $      750,000 525 Fee.  This project is the third stage of a larger effort to protect property in the Farny Highlands Forest Legacy Project Area, in and around Split Rock Reservoir.  This property is adjacent to the Brown property and the Buck Mountain Property (both funded with Forest Legacy money) and is an important link in a corridor of preserved lands within the Beaver Brook Watershed.  The property includes over 500 feet of waterway shoreline on the Beaver Brook.  A Federal investment was made within the Legacy Area when the NY-NJ Highlands study was authorized and carried out.  Further, the Secretary asked NJ to propose a project area before implementing the AON.  The Farney Highlands is NJ's Project Area.  Forest Legacy investments have been made in the project area.  
NJ Newark Watershed Phase IV Sparta Twp.  $      271,000 2,700 Conservation Easement.  This project is phase IV in a larger effort to protect over 25,000 acres of Newark City Watershed lands.  The Forest Legacy properties comprise over 2,700 acres of land located in West Milford and Rockaway Townships.  The tracts are adjacent to Farney State Park, Splitrock Reservoir, and Wildcat Ridge Wildlife Management Area.  These are conservation acquisitions and a stewardship plan will be prepared for the properties.  A Federal investment was made within the Legacy Area when the NY-NJ Highlands study was authorized and carried out.  Further, the Secretary asked NJ to propose a project area before implementing the AON.  The Farney highlands is NJ's Project Area.  Forest Legacy investments have been made in the project area, specifically the Macopin parcel.  
NY Sterling Forest Phase II Orange County  $      500,000 Previously counted in FY 2000 Fee.  Forest, rugged ridges, hiking trails, streams and frontage on Sterling Lake comprise Phase II of this effort to protect the critical Ramapo River watershed 40 miles northwest of New York City.  Adjacent to over 15,000 acres of forest already protected, this property was slated to be converted into a 1,000 unit development  A Federal investment was made within the Legacy Area when the NY-NJ Highlands study was authorized and carried out.  The proposed project is a continuation of a FY 2000 Forest Legacy project.  
NY George Allen, NY Rensselaer  $      350,000 600 Conservation Easement/Fee.  The Taconic Ridge is important to four State land strategies.  It shares common borders with NY, CT, MA and VT.  This tract abuts 1300 acres of existing State lands to the north,  which are part of an additional 1600 acres of fee and easement to its south.  This tract lies within the Federally studied Northern Forest Lands Area. State Forester of MA, TPL, Open Space Inst., Columbia Land Cons., Taconic Trail Council, Williamstown Rural Land Cons., Rensseslear Taconic Land Cons.
NY East Branch Fish Ck Lewis County  $      872,000 47,300 Conservation Easement/Fee.  Placing forty-five thousand acres in easement and 2,300 acres in fee of forestland in one of the most rural areas of New York State, will protect exceptional wildlife habitat and the headwaters of the water supply for several cities and communities.  'This tract lies within the Federally studied Northern Forest Lands Area. NC *Town Creek Phase II: Duckhead & Boise Tracts Brunswick  $   3,200,000 1,738 Conservation Easement.  Phase II of Town Creek Initiative (Davis Farm funded in FY2000) located north of Wilmington in Brunswick County; this project adds acres to Phase I.  One of the most pristine and unusual of all the lower Cape Fear River tributaries with a near neutral pH; overall strategy connects to Sunny Point Military base; timber company committed to selling and would prefer conservation easement over development option.  Phase II of FY2000 Forest Legacy Project with $1.4 million federal funds invested.  Sunny Point Military Base Coastal Area Land Trust
PR *Karst Initiative - Rio Encantato Ciales, Florida, Manati  $   1,530,000 6,400 Fee.  These lands constitute the best example of tropical karst in the US.  The forested lands overlay a large system of caves and aquifers.  Over 22 percent of the island population uses water from region, and it is home for 32 endangered species.  Forests, wetlands, rivers, caves, waterfalls and magnificent fluviokarst are some of the natural wonders.  Immediate threats include extensive excavation of the limestone as fill for construction activities, uncontrolled urban and infrastructure development, and inappropriate forms of agriculture.  This proposal is phase 1 of an interagency effort to protect the water resources and biodiversity of this region.   The Karst Region has been identified as the highest priority for the FLP.  This is an NRCS designated Priority 1 watershed.  The area includes 3 state forests which were at one time Federal and were exchanged with the PR DNR for the site of the Caribbean National Forest. The USFWS has identified the area as critical for the recovery of endangered species and includes the Rio Abajo Aviary for the Puerto Rican Parrot.  USFWS, Citizens for Karst, PR Conservation Foundation, Trust for Public Lands, PR DNR, NRCS, Caribbean NF, EPA, and USGS Biological Research Division.
RI Long & Ell Ponds - South Washington  $      550,000 640 Conservation Easement.  This project consists of 6 separate parcels totaling 640 acres. It abuts the State's Rockville Management Area, Town owned land, and land owned by the RI Audubon Society. The 98 acre parcel is currently on the market; the 160 acre parcel has an approved subdivision plan in place; the 200 acre parcel is under agreement with a developer; and the 83 acre parcel is in estate - obligated to obtain maximum financial return.  The property abuts the State's Rockville Management Area, which includes Ell Pond, the only National Natural Landmark Site in RI, and home to valuable natural communities and many state rare, threatened, or endangered species.  
RI South Road Tract Washington  $      296,000 74 Conservation Easement.  This parcel fronts on the border of RI's Mainland Forest Legacy Area and is in an area subject to tremendous development pressure. Attention is focused on maintenance of scenic and cultural aspects of the area, water quality maintenance including watershed and aquifer protection, wildlife habitat, and planning growth along sustainable community capacities, and in preferred growth areas.  Protecting this tract will help keep drinking water clean.

Hampton, Jasper, and Marion  $   5,950,000 50,000 Fee.  Extremely important for protecting black and red river swamps; tremendous recreation potential; moderate to high forest production potential; excellent wildlife potential; moderate to high T&E potential; some T&E present (gopher tortoise and RCW); near current state owned property and National Wildlife Refuge; Moderate level of conversion; could escalate quickly as portions of the property are going on the market. Properties located in Hampton, Jasper, and Marion Counties.  USFWS Wildlife Refuge nearby. TN *North Chicka-mauga Creek Hamilton  $   2,078,000 5,195 Conservation Easement.  This project consists of several related landowners with contiguous tracts that total 5,195 acres and abuts the North Chickamauga Creek Natural Area Watershed.  Development threat by expansion of Chattanooga, TN.  Will enhance and protect water.  High recreational uses.  Contiguous with FY2000 Forest Legacy tracts; state lands and private land trust lands and part of North Chickamauga creek watershed protection plan (NPS, Rivers & Trails conservation service, NCSU) North Chickamauga Creek Conservancy; TNC, TWRA
TN Middleton Tract   Wautauga FLA Carter  $      222,000 150 Conservation Easement.  Tri-cities expansion is a threat to this property.  Adjacent to State Nat. Area, other FLP tract, and the Wautauga River.  Helps protect recreation, fish and wildlife concerns.  Upstream from water utility intake.  Great local support.  Part of forest continuum.  Maintaining clean water and a public water supply. Open Space Conservancy
UT Coalville II Summit  $   1,950,000 2,805 Conservation Easement.  This 2,805 acre property is adjacent to Utah's first large Forest Legacy parcel. Its substantial forested areas of conifer and aspen offer watershed protection, wildlife habitat that includes elk, deer, moose and bear. The property is currently under option. Phase 2 will protect the remaining 2,805 acres. A substantial donation from the landowner is expected.  A Forest Stewardship Plan has been prepared on the property.  It provides habitat for Federally listed Threatened & Endangered Species, it contributes toward Federal and State Clean Water Goals.  It is adjacent to 2 other Forest Legacy parcels. Trust for Public Land. The landowner has committed to donate $625,000 in easement value.
UT *Range Creek Carbon  $      300,000 878 Conservation Easement.  Located east of Sunnyside in Carbon Co. in the spectacular Book Cliffs area, the property fronts Range Creek. This working ranch features open meadows, steep forestland, with current leases for cattle grazing. The property contains a forest of Douglas fir and is a critical watershed area. It is adjacent to 840 acres which are already in the Legacy program and 20,000+ acres which are under negotiation for Legacy program consideration.  A Forest Stewardship Plan has been prepared on the property.  It provides habitat for Federally listed Threatened & Endangered Species, it contributes toward Federal and State Clean Water Goals.  It lies adjacent to three parcels of BLM land and one other Forest Legacy parcel. Trust for Public Land (TPL)  The landowner has committed to donate $136,000 in easement value.
UT *Summit Park Summit  $      780,000 325 Conservation Easement.  Located directly between Salt Lake City and Park City, this property lies adjacent to National Forest and upstream of Utah's first large Forest Legacy Tract. Reported to contain one of the largest stands of old-growth conifer in the state, the property is also important for watershed protection and recreation by hikers, bikers, an back-country skiers. The landowner has agreed to allow full public access under the easement opening the possibility for access to the popular Great Western Trail.  Adjacent to National Forest and near existing Forest Legacy Tract.  UT Quality Growth Comm has pledged $500,000.  TPL, DEQ, Div. of Wildlife, Trout Unlimited, Summit County, Park City Municipal Corp., Summit County Trails Committee, Mt.Trails Fund, and Citizens Open Space Advisory Committee are interested parties.  
VT Northern Forest Tracts Essex  $      795,000 4,880 Fee.  This project involves the purchase of a remote, 3760 ac. forest tract next to Jay State Forest and several key inholdings within the former Champion lands totaling 1120 ac. in the towns of Brunswick, and East Haven. All tracts contain important recreation opportunities.  All tracts lie within the Northern Forest Lands Study area - an area that has received considerable federal interest and investment. Several parcels are also within 5 miles of the newly created Nulhegan Basin Unit of the Conti Nat'l Fish and Wildlife Refuge. Project partners include private timber investor, Green Mt. Club, VT Housing and Conservation Bd.
VT Mt. Holly Wildlife Corridor Windsor  $      375,000 1,186 Conservation Easement.  This project involves the purchase of conservation easements on several forested tracts located within a major wildlife corridor. This project would protect critical wildlife habitat and undeveloped lakeshore, and would assure continued forest management.  These parcels are adjacent to a previously completed Forest Legacy project (Wilderness Corp.) and are within 5 miles of the Green Mt. Nat'l Forest. Project partners include The Conservation Fund and The VT Housing and Conservation Bd.
VA Sandy Point on the Mattaponi River - Phase I King William  $   1,000,000 2,056 Conservation Easement/Fee.  2,056 acres of forested land and adjacent marshes and wetlands, which harbor an endangered plant species.  There are nesting bald eagles on the property. The Mattaponi Tribe wishes to re-establish ownership and cultural traditions on the property.  The Nature Conservancy, which bought the property at a sealed bid sale to prevent inappropriate development, is willing to sell the property with a conservation easement that provides for sustainable land management and some traditional tribal uses. The property was previously owned by the Chesapeake Corporation.  It includes valuable multi-aged stands of loblolly pine and bottomland hardwoods.  This project includes easements and fee simple acquisition for a State Forest with the purpose of providing education, research and multiple use management opportunities.   It is located in the Chesapeake Bay watershed,adjacent to the Mattaponi Tribe's shad hatchery, and would help Virginia meet its water quality goals under the Chesapeake Bay Agreement. WA Rattlesnake Ridge Phase I King  $      930,000 80 Conservation Easement.  The property is visible from I-90 National Scenic Byway, a heavily traveled route to the City of Seattle. This is the first phase of three.  The properties are segregated into 20 acre lots. A major subdivision at Exit 31 lays adjacent to the site, with a major shopping mall. The NE aspect faces the freeway and City of North Bend; Merchantable timber covers most of the property.  Federal interests are committed to the Snoqualmie Point LWCF 2000 project lying less than 1 mile NW, also, there is another parcel less than 2 miles west to be acquired in FY2000 using LWCF interest at Echo Lake. The Rattlesnake parcels are adjacent to a previous Forest Legacy Acquisition to the west at the Plum Creek/Wreco parcel, and is within 3 miles of the Lind Parcel lying further to the west. Approximately $6million in Forest Legacy funding was used to acquire the 'Lind and Wreco/Plum Creek" Parcels. The parcel also abuts the Right of Way of the I-90 National Scenic Byway. This parcel supports the President's Northwest Forest Plan designed to protect Spotted Owl and Marbled Murrelet habitat. WA *Issaquah Creek Headwaters II King  $   2,800,000 462 Conservation Easement.  Parcel fronts over 5200 feet of riparian area critical for protection of water quality in Issaquah Creek, a major fishery resource including threatened Chinook Salmon and Bill Trout.  The privately owned parcel is subdivided, and has excellent development potential due to pressures of urban sprawl and accessibility to county and state roads.  King County holds an option on the property and will purchase and manage the limited fee interest. An appraisal and cruise has been completed and a management plan is well underway.
