Since the enactment of the American Recovery and Reinvestment Act of 2009 (Recovery Act), the Office of Inspector General (OIG) has engaged in a variety of training and outreach efforts in order to effectuate our oversight efforts of monies being expended under the Recovery Act for USDA programs.

For our own employees, we have continued our traditional training courses, enhanced by including some areas of focus for our Recovery Act oversight. Because the Recovery Act only funded existing USDA programs and did not create new ones that may have necessitated specialized program training, we did not need to create new programmatic training.  Our Advanced Audit Academies this year have provided training on areas such as audit sampling and report editing.  The Introductory Auditor Training Courses sponsored by the Council of Inspectors General on Integrity and Efficiency for early this fall, which USDA OIG will have strong attendance at, features training on fraud detection, audit planning, evidence and audit documentation and other critical areas.  Our criminal investigators continue their training through the Federal Law Enforcement Training Center and the Inspector General Criminal Investigator Academy.  We held a nationwide training conference this summer for all of our employees and provided training on areas such as grant and contract fraud, suspension and debarment, government contracting regulations, and financial fraud.  Some employees have attended courses on Recovery Act oversight and accountability (sponsored by the National Defense University and the Association of Government Accountants).

Externally, OIG has provided training on the Recovery Act as well as fraud prevention for USDA employees and our State and local oversight partners.
