SECRETARY'S MEMORANDUM 4430-2

WORKPLACE VIOLENCE POLICY

1. PURPOSE

This memorandum establishes the Workplace Violence Policy for the Department of Agriculture. This Department must be committed to maintaining a safe and productive work environment and be prepared with programs to deal with this issue. Violence includes injury or the threat of injury to property or persons. It can take the form of fistfights, shootings, stabbings, sexual assaults, or unauthorized use of deadly weapons and explosives.

2. POLICY

Violence or the threat of violence by or against any employee of USDA is unacceptable and will subject the perpetrator to serious disciplinary action and possible criminal charges. Each employee should report all acts of workplace violence promptly to supervisors or managers, and in case of emergency, directly to law enforcement officials.

Possession, use, or treat of use of a deadly weapon is not permitted at work, including in a Government vehicle. An exception may be made only if the possession or use of that weapon is a necessary and approved requirement of the job.

3. RESPONSIBILITIES

Mission Areas and agencies will ensure that programs are developed and procedures are implemented to prevent and to respond to workplace violence at their worksites. It is the shared obligation of all employees and management officials to prevent or defuse actual or threatened violent behavior at work.
