Incident Command System

 

 

The Advisory Staff

The Advisory Staff provides ongoing advice to the Incident Commander in the areas of:
  • Executive Liaison: Link with the Office of the Secretary and protective detail.
  • Security Advisor: All security related issues.
  • Information Advisor: Disseminating information to key staff including the Office of Communications.
  • Safety Advisor: Fire alarms, fire safety and suppression equipment, and chemical, biological, and radiological hazards.
  • Medical Advisor: Health related issues and directs medical responses.
  • Special Needs Advisor: Needs of special populations- hearing, vision, mobility, and developmental - confirms that the hip pager and Wyndtell systems have been activated.

 

Planning & Liaison

  • Develops Incident Action Plan
  • Maintains current status
  • Assists in notifications

 

Logistics

  • Provides basic life support items during sheltering
  • Provides special equipment during hazardous material incidents

 

Financial

  • Tracks incident costs and reimbursement accounting
  • Advises on financial implications of courses of action
  • Provides for immediate contracting/purchasing

 

Operations

  • The Operations Section as a whole implements the Incident Action Plan
  • Emergency Command Center: monitors all fire detection equipment and alarms, acts as the radio net control, answers the warden phones, and keeps security response team informed.
  • Emergency Response Team: damage control element, engineering functions-such as closing down the air handlers, and elevator response team. The team is augmented with maintenance contractor staff.
  • Security Response Team: directs disposition and activity of security officers, monitors security related equipment, and sends a liaison element to the responders unified command center.
  • Wardens: displace to provide instructions on evacuation or relocation. Work with monitors from the individual agencies to assist in control and accountability of personnel.
  • Staging Area Team: augment any of the other teams as required.
