Manages a comprehensive occupational safety and health program for Departmental Administration (DA) employees in the National Capital Region (NCR). Conducts building and work site safety inspections for compliance with applicable standards and regulations. Conducts employee and supervisor training, as mandated by OSHA. Develops guidelines and policies for implementation of required OSHA programs for DA employees, as well as general safety and NFPA Life Safety programs and policies for all NCR building occupants.
Manages program for X-ray and visual screening of all incoming U.S. Postal Service mail and authorized courier small package and envelope deliveries to the USDA Headquarters Complex. This function includes the management of a technical contract work force to screen and examine incoming mail and parcels for hazardous or dangerous contents or components (e.g., explosives, weapons, or other suspicious materials), as well as implementation of state-of-the-art package screening technology.
Manages and coordinates emergency preparedness programs for building occupants within the NCR. Develops and maintains required Occupant Emergency Plans for all Headquarters Complex buildings, George Washington Carver Center, and the Beltsville Service Center. Conducts periodic training for Plan participants; coordinates with and supports personnel in leased facilities with development of OEPs and training of participants. These programs are critical to the protection of occupants in the event of a need to either evacuate a facility, or shelter occupants in place. Oversees OEP and fire evacuation programs for two childcare facilities. Manages complex-wide fire alarm, public address, and Warden phone systems, including preventative maintenance and training of users. Maintains liaison coordination with GSA for life safety systems and emergency preparedness programs for Headquarters Complex and leased facilities within the NCR.
