A. Regulatory coverage on unsolicited proposals is contained in the Federal Acquisition Regulation (FAR) 15.6 and for USDA in the Agriculture Acquisition Regulation (AGAR) 415.6.

Within USDA, the Heads of the Contracting Activities establish the specific procedures for submitting unsolicited proposed to their specific mission areas/agencies.
