Statement Regarding Resignation of Rural Utilities Service Administrator Hilda Legg Hilda Gay Legg, Administrator of the Rural Utilities Service, announced today that she had submitted her resignation to President Bush and Secretary Veneman. In her announcement, Ms. Legg stated "My 18 month old baby that I brought to Washington, D.C. in September of 2001 is almost five years old. I want to spend quality time being a full time mother to my 'big' little boy old before he starts school next fall." Ms. Legg is the 15th Administrator of the Rural Electrification Administration-Rural Utilities Service and the first woman to serve in that position. Ms. Legg, a native of Somerset, Kentucky, was appointed by President Bush and confirmed by a unanimous vote of the U.S. Senate September 27, 2001. As Administrator of the Rural Utilities Service (RUS), a part of the Rural Development Mission at USDA, Ms. Legg has been responsible for the infrastructure programs providing electric, telecommunications, water and waste disposal systems for rural citizens and communities. The 2002 Farm Bill provided an increase of programs, including a massive broadband loan and grant program, high cost energy grants, weather radio, and other rural infrastructure programs. During the time Ms. Legg was administrator, the agency approved over 5,570 loans and grants for almost $20 billion. The agency has seen an increase in program level of 60 percent since the 2000 budget. At the same time, the agency has kept the loan portfolio with a delinquency rate of 0.10 percent. Ms. Legg stated in her announcement, "While there will always
be challenges, the programs are solid and moving forward in the hands
of a strong, competent staff. We have accomplished much toward President
Bush's goals in the areas of efficient and effective management, broadband
deployment, energy independence, and job creation in rural America."
