UPDATE: National Finance Center (NFC) and Employee Personal Page (EPP)As of September 2, 2005, 3 p.m., CDT
Recovery and restoration efforts of Governmentwide services are proceeding as planned.
Key advance deployment staff arrived and established operations at our Recovery Operations Center (ROC) in Philadelphia and the Alternate Work Site (AWS) outside Dallas. Today we have more than 50 staff members at the ROC and more than 80 at the AWS. Additional staff members are being contacted and are in route to the appropriate location.
There are several factors impacting schedule.
- We are experiencing multiple recovery system issues. The staff is working through these issues, which include the firewall rule sets supporting customer connectivity. Because of the firewall rule set issue, not all customers will have connectivity immediately. Staff is working to return secure connectivity to all customers with connectivity to the ROC.
- The equipment assigned to NFC at the ROC is significantly less powerful than home-based equipment leading to processing time being lengthier than normal and desired.
The following is the current projected schedule for resuming critical operations:
Payroll/Personnel is being recovered. We are now processing jobs to bring the state of the system up to a point where customers can begin new business. We are confident that payroll will execute next week. An exact schedule of specific processing timelines will be issued by Monday. The current timeline for recovering specific functionality is projected as:
Customer online work:
PINQ and IRIS for CV 5, 7, & 8 - Friday evening and CV6 by Saturday afternoon
EPIC and STAR - Sunday evening
SPPS: Client only version operational by Saturday morning
T&A's - Monday (except TSA and CG)
Culprit & Focus - Saturday afternoon
FESI: Being determined
EPP: Saturday, Afternoon
EmpowHR: Online currently operational but no transmit to PPS until Monday afternoon
Reporting Center: Saturday, afternoon
Payroll/Personnel Help Desk Services: Limited help desk support is now available. We currently have limited telephone line availability. As additional telephone lines become available, service capacity will increase. In the meantime, we are developing a rotating schedule to provide expanded service hours (8 a.m. - 8 p.m. CDT). Customer should use the following contact numbers:

Payroll Accounting to Agencies: This process will be brought online following resumption of full system operations, early next week.
Payment Re-certifications: Operations should resume by Monday.
Employee Debt Collections: PP16 accomplished. Anticipated to be operational prior to pay for PP17.
The USPS is in the process of re-routing our P.O. Box mail to our alternate worksite. No address changes are required by our customers.
CLER: Operational status under evaluation.
DPRS: Limited (telephone lines) operations are now available.
- The customer service number for DPRS & CLER is 800-242-9630.
MATS: Operational status under evaluation.
TSP: Operations have been turned over to the Federal Retirement Thrift Investment Board and participants should call the 1-877-968-3778. As a high-priority service area, a schedule for resumed operations is now being developed.
Home Page: The NFC home page will be operational this afternoon. However, not all links and supporting files will be immediately available.
Operations Control Center: The OCC is operational with limited telephone lines. The available numbers at this time are 215-446-1191, 1192, and 1193.
Efforts to contact all employees are still underway but are hampered by the lack of telecommunications connectivity associated with area codes in the Greater New Orleans area. Employees should report in at 1-888-300-3399.
