Karis T. Gutter
Deputy Under Secretary for Farm and Foreign Agricultural Services

Karis T. Gutter serves as Deputy Under Secretary for Farm and Foreign Agricultural Services (FFAS), overseeing the domestic programs within the FFAS mission area (Farm Service Agency and Risk Management Agency).

Gutter has served as a Senior Advisor to the Secretary of Agriculture and also served the Obama Administration as Deputy Administrator for Field Operations of USDA's Farm Service Agency, where he managed all of FSA's field operations (the 2,248 county offices and nearly 13,000 employees throughout the country).

Prior to his USDA service, Gutter worked as Deputy Chief of Staff to Congressman Bennie G. Thompson of Mississippi, managing Thompson's Washington, DC office and legislative policy agenda. He also served a stint as Senior Policy Advisor to the House Committee on Homeland Security.

Gutter started his career in public service enlisting in the United States Marine Corp Reserves and worked in local government for the Hinds County Board of Supervisors in Mississippi.

A native of Terry, Mississippi, Gutter attained his undergraduate degree in political science from Jackson State University and holds a graduate degree in legislative affairs from The George Washington University.
