Deputy Under Secretary for Farm and Foreign Agricultural Services

Karis T. Gutter serves as Deputy Under Secretary for Farm and Foreign Agricultural Services (FFAS), overseeing the domestic programs within the FFAS mission area (Farm Service Agency and Risk Management Agency). Gutter has previously served as a Senior Advisor to the Secretary of Agriculture and also served as Deputy Administrator for Field Operations of USDA's Farm Service Agency.

In November 2014, Deputy Under Secretary Gutter was appointed as USDA's first Military Veterans Agricultural Liaison, a position created by the 2014 Farm Bill to connect returning veterans with agricultural programs and advocate on behalf of veterans and veterans support organizations in interactions within USDA and other Federal Government Agencies to facilitate critical two-way communication, providing information to veterans and veterans support organizations on fully utilizing government programs and ensuring USDA and other Federal Agencies better understand military veteran farming, employment, and military family characteristics.

A native of Terry, Mississippi, Deputy Under Secretary Gutter began his career in public service enlisting in the United States Marine Corp Reserves and worked in local government for the Hinds County Board of Supervisors in Mississippi. Prior to his USDA service, Gutter spent several years on Capitol Hill as Deputy Chief of Staff and Legislative Director to Congressman Bennie G. Thompson (MS-02) and as a Professional Staff Member to the House Committee on Homeland Security.
