- Center for Civil Rights Enforcement
The Center for Civil Rights Enforcement Employment’s Directorate manages the formal Equal Employment Opportunity program for USDA’s staff offices, mission areas, and agencies. CCRE provides prompt, fair, and impartial processing of formal EEO complaints of discrimination, conducts complaint investigations, and makes final determinations.

CCRE’s Program Directorate receives, investigates and adjudicates complaints of discrimination from customers, recipients, and applicants of USDA programs and services, and members of the public eligible to receive services or benefits through any USDA-conducted or assisted program. Therefore, complaints may involve state or tribal agencies that receive funding.

The Center for Civil Rights Operations (CCRO) provides leadership and direction toward the advancement of equal opportunity through proactive prevention, innovation and excellence in civil rights programs and activities of the USDA. CCRO is comprised of three divisions: Mission Area Liaison Division, Compliance Division, and the Data and Records Management Division.

- Conflict Complaints Division
The Conflict Complaints Division (CCD), in compliance with Departmental Regulation 4300-007, Section 7 - Conflict of Interest Complaints, processes USDA conflict of interest cases related to Equal Employment Opportunity (EEO) complaints through the pre-complaint and formal stage. These complaint cases involve facts and/or allegations that are determined to pose an actual or perceived conflict between a responsible management official, or a complainant’s position, or a personal interest, in relation to USDA’s responsibility to administer a fair, impartial investigative process and resolution of complaints.
- Program Planning and Accountability Division
The Program Planning and Accountability Division (PPAD) provides human resources liaison services to the Office of the for Civil Rights (OCR). PPAD supports OCR executive staff, federal employees, interns, contractors, and internal and external stakeholders in the fulfillment of USDA’s civil rights mission.
