Matthew Kopp

Before serving in this capacity, Matthew served as USDA Head of the Contracting Activity and was responsible for over $10B in annual spend for USDA’s enterprise-wide procurement activities. Previously, Matthew served in the roles of Mission Area Senior Contracting Official (MASCO) and Branch Head for the Procurement Compliance and Oversight Branch (PCOB) within the USDA OCP.

Before joining the USDA team, Matthew worked for the Naval Sea Systems Command as a Contracting Officer in the Undersea and Unmanned Systems Division. He also served in various policy positions including as the Chairperson for the NAVSEA Clause Committee. Matthew holds a Master of Business Administration degree from Florida Gulf Coast University. He lives in Ashburn, Virginia.
