New SNAP Pilot Provides Grocery Delivery for Homebound Disabled, Elderly

Your neighborhood grocer may be conveniently located just a few short blocks away. But for many persons with disabilities and the elderly participating in the U.S. Department of Agriculture’s (USDA) Supplemental Nutrition Assistance Program (SNAP), the store might as well be on the other side of the world.

It’s a difficult problem that USDA’s new homebound food delivery pilot aims to alleviate, not just for the more than 4 million nonelderly adults with disabilities participating in SNAP, but also for the nearly 5 million seniors, who often face similar challenges and who may face disabilities, as well.

USDA recently announced the food purchasing and delivery firms selected to take part in the one-year pilot, which will be conducted in locations nationwide, perhaps at a location near you. Firms selected include Denver Food Rescue (Denver, Colo.), Lutheran Social Services of Nevada (Las Vegas, N.V.), Many Infinities, Inc. (Alabaster, Ala.), Senior Services of Alexandria (Alexandria, Va.), and Store to Door (Roseville, Minn.).

The pilots break new ground for USDA. For the first time, governmental and non-profit food purchasing and delivery services will be allowed to accept SNAP benefits as payment. This is expected to increase the opportunities for home delivery to those unable to shop for food.

I think it’s important to note that during the trial period participating firms will only be permitted to accept SNAP benefits from households where the qualifying person with disabilities or elderly person is the head of household. This is intended to ensure that the pilot focuses on households that have the most limited access to foods.

Given that nearly one in five SNAP participants is either elderly or a person with disabilities, it’s clear that we must address the special challenges faced by these groups. Lessons we learn during the pilot will help USDA shape final rules now in development, which is an important step forward, as I see it. Home delivery of groceries will help ensure that those unable to shop for food themselves have access to the nutritious foods we all need to maintain a healthy diet.

This seems to be a wonderful program. Can you pilot it in Yates County, New York? We have many people living in food deserts who lack transportation.

They are: Denver, Colorado; Las Vegas, Nevada; Alabaster, Alabama; Alexandria, Virginia, and Roseville, Minnesota. Contact your <a href="http://www.fns.usda.gov/snap/apply&quot; rel="nofollow">local SNAP office</a> if you are in need of assistance with the purchase and delivery of your groceries, as there may be other options available to you, such as designating an authorized representative to shop on your behalf.

@John Hunter - this program is a pilot test for 1 year. Locations for the pilot were selected via a competitive process. USDA is testing this approach in a few locations while regulations are developed for incorporation of such services into the SNAP program overall.

I am very much interested in a partnership with the USDA/SNAP to offer this valuable service. I am currently involved with developing a pop-up market and café to be located in the East End of Bridgeport which is designated as a food desert. The residents in that neighborhood and city-wide would benefit greatly from this program.

Not everyone who is homebound is elderly or disabled. There are some of us who- due to the decisions of others- have severe transportation issues, which effects our access to groceries among other things. I'm fully behind helping the elderly and disabled but I am sick of the rest of us who need help being flat-out ignored.

I'm doing my part to try to get out of the hole my family forced me into from a young age, but I'm lucky if I can get out once a month to buy groceries. And when I do you I try to stock up but I can still only do so much when I'm on someone else's timetable, and I find I still run out before my next shopping trip. I'm lucky I have family members who will share their food with me or I'm not sure where I'd be. SNAP/EBT grocery delivery service is MUCH needed, and it is needed for ALL those who hold benefits. Anything less is discrimination.

You seem to be referring to USDA’s Online Purchasing Pilot (https://www.fns.usda.gov/pressrelease/2017/fns-000117), which lists Safeway as a participant. The blog you referenced focuses on a different USDA pilot, the Home Delivery Pilot. The home delivery pilot is devoted to better serving homebound participants, a particularly vulnerable subset of the SNAP population.  It permits governmental and non-profit food purchasing and delivery services to purchase groceries for SNAP clients and deliver them to the client’s home. Payment is accepted at delivery using a mobile point of sale device or paper vouchers. That pilot is separate and unrelated to USDA’s pilot to explore the feasibility of SNAP online purchasing.

Hi, I have a home delivery business and many of my clients have EBT cards, the are home bound due to licenses status, like the immigrant population that can't drive legally in the state therefore it has become an issue to get the food for their EBT qualifying members.

Schwans foods are wonderfully nutrition and delicious. They accept snap and deliver right to your door. I know they operate in ut and was states....not sure elsewhere. Has been the best resource. You just order online and delivery happens several times a month.

One of the ways I use to contribute to my family is to take them grocery shopping. Especially my Aunts and cousins. Sad to say a lot of them before they passed away didn't drive or have driver's licenses. This was the case with both my parents who recently passed away. Sometimes I had to take time off from work to make it more convenient for them. In light of this truth, a program like this is long over due. Not everyone has family members willing to pitch in and help.

@AEllsworth - The five organizations that were authorized for the pilot will remain authorized as data and outcomes from the trial period continue to be evaluated by USDA.  One participating organization stated that the opportunity to extend their grocery delivery program to SNAP recipients has greatly enhanced the program.
