USDA Climate Change Adaptation Plan Open for Public Comment

USDA is committed to fostering a clean energy economy and to improving the environment by conducting operations in a sustainable and environmentally responsible manner, complying with environmental laws and regulations, and leading by example. In order to fulfill its mission of providing leadership on food, agriculture, natural resources, rural development, nutrition, and related issues, USDA focuses on the future. The Department recognizes the significance of global climate change and how potential impacts such as more frequent or severe weather events can affect our programs and operations.

To better coordinate USDA’s sustainability efforts and build on past success, USDA has prepared its 2012 Strategic Sustainability Performance Plan that underscores strategies and goals to save taxpayer dollars, reduce carbon emissions, cut waste and save energy.  As part of this effort, this year we have also prepared a Climate Change Adaptation Plan that outlines how the Department will address the impacts of climate change on its key mission areas such as agricultural production, food security, rural development, and forestry and natural resources conservation. The plan is available and open for a 60-day public comment period.

The USDA Climate Change Adaptation Plan includes input from eleven USDA agencies and offices.  It provides a detailed vulnerability assessment, reviews the elements of USDA’s mission that are at risk from climate change, and provides specific actions and steps being taken to build resilience to climate change.  The plan advances President Obama’s efforts to prepare the federal government for climate change.  We expect to revise and update the plan in 2013 in response to comments received from the public.

Finding ‘Gold’ in Bug Bellies

Almost three years ago, two biology professors at Delta State University in Mississippi brainstormed how to give science undergraduates research experience in microbiology and entomology.

They hit upon the idea of searching for “science gold” in the bellies of bugs.

Professors Tanya McKinney and Ellen Green received $40,000 through a grant for under-represented colleges from the U.S. Forest Service to help with the project. As part of their research experience, students in the program search the guts of beetle larvae to discover new cellulases, enzymes that break down cellulose, an organic compound that helps make plant cell walls rigid.

Under Secretary, Northwest innovators Focus on Rural American Renewal

During a brief but busy trip to Oregon Monday, January 28, Agriculture Under Secretary Dallas Tonsager highlighted opportunities to increase public-private collaboration and innovative financing models for rural community and economic development. That morning, Mr. Tonsager delivered the keynote address at the Harvesting Clean Energy conference in Corvallis. Later that day in Portland, Mr. Tonsager sat down with a diverse group of business, technology, education, agriculture, finance and state government representatives to stress the importance of inter-entity teamwork to achieve a common vision for a self-sustaining, prosperous rural America.

“Our mission is to help create jobs in rural America,” Mr. Tonsager explained. “We are looking for creativity, especially as it relates to putting capital together for rural areas so that we can extend our resources further in a thoughtful, sensible way.”

Strong Rural Communities, Stronger America

Last week, the Department hosted several members of the Organization for Economic Cooperation and Development (OECD) at USDA headquarters in Washington to highlight the findings of a new report, Promoting Growth in All Regions, that says investments in rural places are vital for aggregate national economic growth and in many cases, such investments have found that rural regions have, on average, enjoyed faster growth than urban regions.

In this time of economic challenges, the United States and other members of OECD cannot leave significant growth opportunities in rural regions untapped.   The authors of the OECD report are in  Washington this month to launch the report and urge policy makers not to overlook this reality when crafting economic policy for the country.

Two new smart grid projects in North Dakota and South Dakota will help improve electric service for consumers at Northern Electric Cooperative and West Central Electric Cooperative, Inc. by implementing advancements in communications technology.  A smarter electric grid can help improve service by increasing reliability and better managing costs.

President’s Council of Advisors Releases First Study on the Value of Agricultural Research, Declares U.S. ‘Undisputed World Leader’

The President’s Council of Advisors on Science and Technology (PCAST) today presented a report on the importance of USDA’s leadership in agricultural research. The Council is a diverse group of individuals appointed by the President from across the basic and applied scientific community to advise the President and the Executive Office of the President on key scientific issues.

Report to the President on Agricultural Preparedness & the Agriculture Research Enterprise, by the Council, concludes that the United States is the undisputed world leader in agricultural production today, but also cautions that U.S. agriculture also faces a number of challenges that are poised to become much more serious in the years ahead.

There is no question that the report recognizes American agriculture and USDA’s leadership in agricultural science and research as critical to the efforts to ensure greater food security and a better future for everyone.

Enhanced and Updated USDA Energy Website Makes Information Easy to Access

In January 2012, USDA launched its brand new Energy Web site.  The site contains agricultural, economic, and social data on renewable energy to assist stakeholders, public users, state and local government in identifying opportunities, activities and USDA’s projects in renewable energy.  The Energy Web information is available through several associated online tools, such as USDA Energy Investment Maps, the Renewable Energy Tool, Energy Matrix, Investment Projects Reports, as well as helpful state links to energy resources within individual states.

Today, USDA is launching an updated version of the Energy Web site.  Thanks to suggestions from our users this version 2.0 site will provide new resources; new reporting features and the investment data is current thru August 2012.   We appreciate your ongoing comments and suggestions and we look forward to your continuous support to make this website your website for USDA renewable energy.

Secretary's Column: Strengthening Homegrown Energy

As the drought continues today, USDA and other Federal agencies are doing all we can to help farmers, ranchers and communities who have been impacted.

Unfortunately, our tools are limited. Due to inaction by Congress, many parts of the 2008 Farm Bill expired October 1, and other aspects of the law will expire in the coming months.

This brings tremendous uncertainty for rural families – particularly livestock producers who have lost access to disaster programs, and dairy producers who no longer have access to dairy support programs.

The lack of a Food, Farm and Jobs Bill also limits USDA from continuing our record investments in homegrown American energy.  Since 2009 USDA has worked hard to ensure that rural America plays a key role in our nation’s energy strategy.

USDA Funded Digester Reduces Pollution, Powers 1,500 Michigan Homes

USDA Rural Development Michigan State Director James Turner joined Senator Debbie Stabenow and local officials this summer in celebrating the opening of the largest commercial-scale anaerobic digester in the United States.

The Fremont Community Digester is an ambitious new use of a proven technology.  Once used chiefly in farms, anaerobic digesters are now coming into their own.

The facility will convert organic waste products – such as farm and food waste – and process it into biogas.  Approximately 1,500 local families will derive their power from this previously untapped energy source.
