Tapping into the Economic Potential of Local Food Through Local Foods, Local Places

At USDA, we understand the enormous market potential of local food. Industry estimates suggest that local food sales in America have nearly doubled in recent years, jumping from $5 billion in 2008 to $11.7 billion in 2014. We’ve invested more than $800 million in 29,100 local and regional food businesses and infrastructure projects over the past six years to help farmers, ranchers and rural businesses tap into that market.

Indeed, local food is a national phenomenon that has significant impact on every state’s economy. But local food is not only a business opportunity for agriculture, it can also be a development tool that allows communities to maximize the impact of what is grown and made locally. Local food projects can help grow local food economies and drive downtown and neighborhood revitalization, which is what the Administration’s Local Foods, Local Places initiative is all about. And this year, the initiative is particularly focused on ensuring that kids and families in need have an opportunity to benefit from the development of local food systems. This initiative is part of the White House Rural Council’s “Rural Impact” effort to improve quality of life and upward mobility for kids and families in rural and tribal communities.

Grant it, Food Hubs Mean More Local Food for You

Spring is upon us and many local farmers markets are opening with displays of brilliant and vibrant colors. The fresh air has more people talking about and buying local foods. In fact, data from the USDA Economic Research Service suggests that farmers across the country sold an estimated $6.1 billion in locally marketed foods in 2012. My agency, the Agricultural Marketing Service (AMS), plays a role in increasing these numbers by creating marketing opportunities for American farmers and local food businesses through the combination of applied research, technical services, and grant support.

As the demand for local food increases, food hubs are one way farmers can deliver more fresh food to retailers, schools, hospitals and restaurants. That’s why expanding local food efforts have focused on creating more food hubs. A food hub is an enterprise that helps farmers collect and gather local and regional agricultural products for distribution and marketing to wholesale, retail, and institutional customers.

We can’t adequately expand economic opportunity through innovation, promote sustainable agricultural production, or protect our natural resources without recognizing our past and tackling the challenges of today. Our Research, Education and Economics (REE) mission area’s engagement with the African-American community is not confined to a calendrical month; it is a thread in the institutional tapestry of broader dedication to service through agricultural research and education.

Local Food Systems: What Do We Know About National Trends?

American consumers are enjoying increasingly more opportunities to buy food directly from farmers and to patronize grocery stores and restaurants that offer local foods. Policymakers have taken notice, and as part of Congress’s FY14 Appropriations Bill, the House Agriculture Committee asked the Economic Research Service (ERS) to report on the scope of local and regional food systems and recent national trends. The result - Trends in U.S. Local and Regional Food Systems: Report to Congress - details the latest economic information on local food producers and consumers, and reviews policies supporting local food systems.

The ERS report poses questions like how rapidly direct-to-consumer farm sales are growing, some characteristics of local-food farms, and the level of organic farm participation in local food sales. It addresses consumer issues such as willingness to pay premium prices for some local foods, and how local food prices compare with those at retail outlets.

Green Thumbs near Green Bay: Menominee Tribe Cultivates Nutrition Education

Cooking knowledge, proper planning, and access to healthy foods are essential ingredients to healthy diets.  I witnessed this firsthand when I traveled to the food distribution center of the Menominee Indian Tribe of Wisconsin, one of the 20 Indian Tribal Organizations that received funding in 2014 from USDA’s Food Distribution Program Nutrition Education (FDPNE) grants.  Their programs offer cooking classes, recipes, nutrition education and resources for Food Distribution Program on Indian Reservations (FDPIR) participants as well as manage a community garden program which provides fresh fruits and vegetables for tribal members.

Creativity and partnerships allow the Menominee’s innovative educational activities to serve as a shining example of best practices.  A monthly cooking class combines instruction about basic cooking and food safety with interactive games and hands-on recipe preparation.  The class is a joint venture among FDPIR, the Temporary Assistance for Needy Families (TANF) Community Resources Center, and the University of Wisconsin-Extension.

Building Local Food Systems, Cooperatively

As part of USDA’s ongoing celebration of National Cooperatives Month, please join us for an upcoming webinar exploring the intersection of two important economic trends: a new wave of cooperative development and the rapid growth in demand for local foods.

This webinar – The Role of Cooperatives in Local Food Systems Development, on Thursday, Oct. 30, 1 pm Eastern Time – will feature national cooperative leaders and development specialists and USDA experts discussing the critical role co-ops play in developing local and regional food systems. Among the USDA staff on the panel will be Ag Economist Jim Barham; Elanor Starmer, our national coordinator for local and regional food systems; and Margaret Bau, a co-op development specialist who has helped launch over 30 co-ops nationwide. Also joining the panel will be Jan Tusick, director of the Mission Mountain Food Enterprise Center in Montana; Karl Sutton, a farmer/member of the Western Montana Growers Cooperative; and Robin Seydel, Community Development for La Montanita, a retail and consumer co-op in New Mexico.

'Dig In to Local School Meals;' Maine Celebrates Farm to School with Local Harvest Week Menu Competition

Celebratory events in recognition of National Farm to School Month are taking place across the country, and in many forms! Here in the Northeast, the Maine Department of Education chose to develop and execute their first ever Maine Harvest Lunch Week Menu Contest.

Schools were invited to submit a menu from a meal that was served to students during the designated Maine Harvest Lunch Week in late September. The theme this year was “Dig In to Local School Meals,” and participating schools and districts did just that! Schools incorporated local items across the lunch tray in creative and appetizing ways. The menu and photos of students’ trays were submitted to the department to be considered in the contest. Stephanie Stambach coordinated the effort and said that she saw it as one way “to promote the use of local foods in our schools… and to recognize schools for the work they are currently doing with Farm to School.”

Growing Your Farm to School Program Has Never Been Easier

Healthy habits are taking root in our nation’s schools.  Thanks to an important commitment made possible by the Healthy, Hunger-Free Kids Act of 2010, more of our nation’s kids are being exposed to lessons about healthy eating and learning where their food comes from.  Established as part of that legislation, USDA’s Farm to School Program plays a vital role in improving health outcomes for our schoolchildren.

This October, during National Farm to School Month, it’s important to acknowledge farm to school programs’ contributions to fostering a healthier next generation.  These programs support the work of parents, teachers, school nutrition professionals, and communities to make sure the healthy choice is the easy choice for America’s children.

Continued Support for Local Food

Strong local food systems are one of U.S. Department of Agriculture (USDA) Secretary Vilsack’s four key pillars to revitalize rural economies.  On Monday, he announced the award of over $52 million to support local and regional food systems and the organic industry through five USDA grant programs. Most of the grants were authorized through the 2014 Farm Bill.

As part of that announcement, my agency—the Agricultural Marketing Service (AMS)—awarded over $27 million in competitive grants to expand marketing through the new Farmers Market and Local Food Marketing Promotion Program, as well as over $1 million in matching grants through the Federal-State Marketing Improvement Program (FSMIP). For years, AMS has led USDA efforts to support local and regional food systems by awarding grants that give farmers and ranchers around the country tools to reach consumers, strengthen ties between urban and rural communities and help meet the growing demand for locally and regionally produced food.

The Easy Way to Find Local Food - USDA Launches New Local Food Directories

What a great time of year to visit your local farmers market! From root crops such as beets, carrots and radishes to salad greens like Swiss chard, lettuce and spinach—farmers markets are full of fresh ingredients that you can use in your favorite fall recipes. My agency, the Agricultural Marketing Service, maintains the USDA's National Farmers Market Directory, where you can search for local markets and discover where to get your squashes, pumpkins, pears and apples. There are over 8,200 farmers markets listed with their locations, operating hours and other details, providing a simple and easy way for consumers and producers around the country to find each other.

Local and regional food systems, including farmers markets, are one of USDA's four key pillars to revitalize rural economies and improve access to fresh, healthy food for millions of Americans. Last month, I announced that AMS was building three new local food directories for food hubs, community-supported agriculture operations and on-farm markets. I asked local food enterprises to go online and list the details of their businesses in the new directories—and they responded!
