USDA Rural Development in Nebraska celebrated with the City of Pawnee City last month in honor of Earth Day, the recent delivery of a multi-bin recycling trailer.  City officials, school children and those instrumental to the project attended.  The ribbon was cut signifying the community dedication to this project and a plaque from Rural Development was presented applauding the City for securing the funds needed.  Rural Development assisted with a grant of $8,000 leveraged with $6,555 from the City.  A host of children took part in the event and poster contest winners were announced.

The recycling trailer establishes a stable, sustainable recycling connection for all citizens of Pawnee City.  A City staff member shuttles the trailer to a regional recycling center at least twice a month.  The Pawnee City Student Council leaders volunteered to assist in the oversight and maintenance of the trailer and were present at the event to give a demonstration.

USDA Rural Development Nebraska State Director Maxine Moul joined the Nebraska Ethanol Board, Nebraska Corn Board and Nebraska Energy Office on May 6, 2011 in York, Nebraska at the Aurora Cooperative for a media conference to discuss the need for flexible fuel pumps.  Also, the importance of the use of ethanol blended gasoline in Flex Fuel Vehicles (FFV) was discussed with gasoline retailers. The Obama Administration has set a goal of establishing 10,000 more flexible fuel pumps in the next five years along with a national security goal (RFS 2) of using 36 billion gallons of biofuel per year by 2022.  Local residents and fuel retailers pulled FFV cars up at the Coop’s flex fuel pumps to fill their tanks with the ethanol blended fuels gas.

USDA Rural Utilities Service Administrator Jonathan Adelstein joined USDA Rural Development Nebraska State Director Maxine Moul and staff in commemorating Earth Day last month with the residents of the City of Bayard, Nebraska.  The event celebrated the recent financing of a water improvement project that will serve the 1,200 residents of the city.

A water pipe was signed by each person instrumental to the project.  The city received a plaque from the administrator recognizing the awarding of funding from Rural Development.  Bayard school children participated in the event with a coloring contest and Earth Day readings.

Energy savings was the theme for the Earth Day event held with Garfield County in Burwell, Nebraska in April.  Rural residents gathered at the Garfield County Library with USDA Rural Development Nebraska State Director Maxine Moul and staff.  Garfield County was presented with a plaque from Rural Development for securing the funding needed to acquire a more efficient heating, ventilating and air conditioning (HVAC) unit for the Library that serves more than 1,900 rural residents.

USDA Rural Development provided funding that was leveraged with funds from Garfield County and the Friends of the Garfield County Library to replace the old heating and cooling units with a more efficient HVAC system consisting of three new 13 air conditioners and heat pumps with backup heaters.  The improvements will help the overall budget of the Library through the energy savings.

On April 14^th U.S. Small Business Administration (SBA) National Deputy Administrator Marie Johns, visited with Nebraska lenders during a joint USDA Rural Development and SBA annual lenders training event in Omaha, Nebraska.   Ms. Johns praised the two agencies for working together to provide lender training.  Ms.

Gibbon, Nebraska with a population under 2,000 is celebrating the final payment of the first direct loan in Nebraska for a multi-family housing project through USDA Rural Development (the former Farmers Home Administration).

Board members of Gibbon Centennial Manor and tenants of the 16 unit complex gathered on April 2^nd for a plaque presentation by USDA Rural Development Nebraska State Director Maxine Moul, commemorating more than 40 years of providing rural rental housing to Gibbon.

Nebraska Rural Development State Director Maxine Moul was joined by South Dakota State Director Elsie Meeks and Iowa Area Director Theresa Jordison on March 30th to recognize Ag Processing Inc. (AGP) headquartered in Omaha, Nebraska with a plaque for their production of advanced biodiesel fuels.  The business produces advanced biodiesel from soybean oil created in two facilities, Sergeant Bluff, Iowa and St. Joseph, Missouri.

In January 2011, AGP received payment of almost half a million dollars under the USDA  Bioenergy Program for Advanced Biofuels, based on eligible production of advanced biodiesel from soybean oil produced at the two plants.

In rural America, especially in frontier regions of South Dakota, Iowa, Minnesota, and Nebraska the shortage of health care professionals tends to be pronounced. For example, 55 of South Dakota’s 66 counties, or 83 percent of all counties, are designated Primary Care Health Professional Shortage areas. There are even greater disparities in South Dakota rural areas regarding access to specialists. USDA Rural Development grants to Avera Regional Health System have been instrumental in developing and expanding telehealth services cost effectively to the smallest and most underserved hospitals and communities.

Christopher Urwiller, a second year teacher with the Scottsbluff, Nebraska, schools, had been a renter when he learned of an opportunity to purchase his own home.   Twin Cities Development (TCD) and Scottsbluff High School (SHS) students were working on a joint project where TCD provided the lot for construction of a new home built by high school students that would soon be completed and ready for sale.

Katie Bowens and her family had been renting an apartment for five years. They wanted a chance to have a home of their own. The Norfolk Housing Agency (NHA) directed Katie to USDA Rural Development in an on-going partnership effort.

The City of Norfolk, acting through NHA, notified the local USDA Rural Development office of a Community Revitalization program they were working on.  They thought Katie would be a perfect fit. The City had received funding from the Nebraska Department of Economic Development (DED) in 2007 and 2008. These grants, written and administered by the Northeast Nebraska Economic Development District (NENEDD), are available to demolish dilapidated properties within the city limits. They also allow funds to be allocated to low-to-moderate income families in the form of construction subsidies and down payment assistance.
