Making a Promise in Puerto Rico

When Roosevelt Roads Naval Base ceased operations in 2004, the surrounding region suffered a significant population and financial loss. The land transfer process from the Navy to the local government created the Local Redevelopment Authority (LRA), entity with the responsibility of leading the rebuilding process and revitalization of the former base and the adjacent communities of Ceiba, Fajardo and Naguabo. The collaboration between the LRA and the communities seeks to improve public infrastructure and renovate economic activity in the area, as well as improve access to health care, improve educational opportunities, reduce crime, and spur job creation.

The area served by the Roosevelt Roads LRA in eastern Puerto Rico was recently designated a Promise Zone by President Obama. This designation made the region eligible for funding that can help them develop job training for a modern workforce, improve access to education, and provide for the development of improved public safety and affordable housing.

Cuando la Base Naval de Roosevelt Road cerró operaciones en el 2004, el área cercana sufrió una baja poblacional y una gran contracción. Como parte del proceso de transferencia de terrenos de la Marina de los Estados Unidos al gobierno local, se creó la Autoridad de Redesarrollo de Roosevelt Roads (LRA). Esta organización es la encargado de dirigir el proceso de planificación y revitalización de los terrenos de la antigua base junto a los municipios de Ceiba, Fajardo, y Naguabo.

El trabajo de colaboración entre estas comunidades y  la LRA busca mejorar la infraestructura pública y renovar la actividad económica del área, mejorar el ofrecimiento de servicios médicos y educativos como también crimen y la creación de empleos.

USDA Celebrates National Small Business Week

America’s economy rides on the wheels of small businesses.

The U.S. Small Business Administration says more than half of Americans either own or work for a small business. The contributions of these firms will be honored May 1-7 during National Small Business Week -- #DreamSmallBiz -- and USDA Rural Development is proud to join in the celebration.

As the leading federal agency working exclusively to foster economic opportunity in rural America, Rural Development knows Main Street businesses drive the rural economy. Money earned and spent at a small town “mom-and-pop” store, or a small-scale manufacturer gets re-invested locally.

Made in Native America - Exports Growing the Market

During the National Congress of American Indians (NCAI) 71st Annual Marketplace & Convention, I had the privilege to host “Made in Native America: A Workshop on Native Business Exporting”. In this seminar, Tribal leaders and Native business owners came together to discuss the benefits and challenges of moving Native-made/Native-harvested products abroad.

“I believe as we start growing and working together, we’ll never have the poverty that we’ve seen in Indian Country,” says Karlene Hunter, CEO of Native American Natural Foods, during the workshop’s first panel. She continued by remarking, “You need to know your market. You need to know your capacity.”

USDA Continues to Exceed Small Business Goals

The Federal Government recently announced that it met its annual government contracting goal for small business. The government contracting goals are measured as a percentage of overall government contracts awarded. The Federal Government mandates 23 percent to be awarded of all prime contracts to small businesses and for Fiscal Year 2013, the government awarded 23.9 percent.

USDA has consistently met or exceeded its small business goal and received another “A” for Fiscal Year (FY) 2013.  In fact, USDA awarded 54.16 percent of eligible contracts to small businesses, exceeding the 53.5 percent goal provided the Department by the U.S. Small Business Administration.

USDA Celebrates Rural Small Businesses and Entrepreneurs During National Small Business Week

National Small Business Week began yesterday with a proclamation from President Obama recognizing the small businesses across the Nation which, especially in our rural and small-town communities, making vital contributions to communities and the American economy.

Individually, the impact of a small business may seem minor in comparison with conglomerates. The Small Business Administration (SBA), however, estimates that more than half of our American workforce either owns or is employed by a small business, and two out of every three new jobs in the U.S. each year is created by--you guessed it--a small business. It’s clear this portion of economy is significant, but in rural towns and areas where each job and transaction has an effect on the community, small business is essential.  In rural America, the entrepreneurs, mom-and-pop shops, agri-businesses, small-scale manufacturers, and other enterprises are the local economy.

Made in Rural America: Helping Appalachian Business Sell to the World

When President Obama signed the Food Farm and Jobs Act on February 7th he directed his Administration, working through the White House Rural Council, to lead a new “Made in Rural America” export and investment initiative. Specifically, the President has instructed his Rural Council – in coordination with the U.S. Department of Agriculture, the U.S. Department of Commerce, the Small Business Administration, the Export-Import Bank, the Office of the United States Trade Representative, and other agencies – to commit to connecting more rural businesses of all types to export information and assistance.

One example of what USDA will do in support of the Made In Rural America export and investment initiative is host training sessions to equip local USDA Rural Development staff in all 50 states plus territories with the tools they need to counsel businesses on export opportunities and resources. The Department of Commerce, through the Trade Promotion Coordinating Committee, will cross-train USDA Rural Development staff so they can better deliver support or refer rural businesses to federal services.

Keeping it Close to Home: How USDA and Small Business Saturday Help Rural Businesses Thrive

By now, we’re all familiar with the uniquely American shopping frenzy known as “Black Friday.” Almost before the Thanksgiving leftovers are even in the fridge, Big Box stores throw open their doors, offering sales geared toward holiday shoppers wrangling for the best deals. Black Friday has become as much of a November tradition as pumpkin pie, but for the past few years, small businesses around the country have been offering an enticing alternative to the long lines and early wake-up calls that come with the craze. USDA’s Rural Business-Cooperative Service (RBCS) is pleased to join the White House, the Small Business Administration and 1,400 American communities in celebrating Small Business Saturday on November 30.

Small Business Saturday is all about buying local and shopping small. Shopping small for both holiday gifts and everyday items not only can save you money, it also offers you access to one-of-a-kind, locally-made products as an alternative to “cookie-cutter” gifts. Small Business Saturday is designed to support the businesses that drive commerce in small communities; businesses that account for 44 percent of the private sector payroll and create two out of every three new jobs in America.

Secretary's Column: The White House Rural Council: Partnering in Support of Rural America

Rural America faces tremendous uncertainty today. Congress has not yet passed a Food, Farm and Jobs Bill, and the current extension of 2008 Farm Bill programs will soon expire. Additionally, thus far, no budget has been provided by Congress to continue funding the Federal government past September 30.

Amid this uncertainty, USDA remains focused on our mission and on our work to revitalize the rural economy.  We have delivered record investments under President Obama’s leadership, and we will continue working to do so.   In a time of reduced resources, we’ve also taken a wide range of new, collaborative approaches with other government agencies—complementing our public-private partnerships and creating better collaboration among state and local partners.

Regional Drought Workshops Give Stakeholders an Opportunity to Learn About Resources

Over 100 attendees joined Thomas Guevara, Deputy Assistant Secretary for Regional Affairs at the US Department of Commerce Economic Development Administration and Colorado Agricultural Commissioner John Salazar at the second of four regional workshops to outline resources available to assist with drought recovery efforts. The Colorado regional workshop was held at the state fairgrounds in Pueblo earlier this week. The U.S. Department of Agriculture (USDA) is partnering with tribes, local, state and federal partners to hold the workshops. Federal partners include the Department of Commerce, the Small Business Administration, and the Federal Emergency Management Agency.

With over two-thirds of the country in drought, recovery efforts are underway and a new framework for delivery is being developed.   Collaboration, coordination and communication were the prevalent themes at the Colorado workshop.   These efforts will be needed at all levels of government and our ability to work together is crucial.
