The Sixth Tribal Nations Conference - Focusing on Youth

This week marked the sixth consecutive year tribal leaders have gathered here in Washington at the President’s invitation to meet with key members of the Obama Administration, but this time is different: more than three dozen youth ambassadors were in attendance to kick off “Generation Indigenous” (Gen-I) – a new initiative calling for programs focused on better preparing young American Indians and Alaska Natives for college and careers as well as developing leadership skills.  And it all started with the President’s visit last summer to the reservation of the Standing Rock Sioux in North Dakota.  The President and First Lady met with Native American youth and saw their promise, but also the challenges they face.

In addition to issuing a White House Native Youth Report, outlining past government shortcomings, current challenges and a path forward for Native youth, we will look at ways to improve educational opportunities for Native youth, including improving schools, and reforming the Indian education system. At USDA, that means we will be supporting the Generation Indigenous initiative by focusing on the support we provide to the Tribal Colleges and Universities, internships and other opportunities for Native youth, healthy food at their schools and at home, and funding for broadband, school construction and other community facilities.

Green Thumbs near Green Bay: Menominee Tribe Cultivates Nutrition Education

Cooking knowledge, proper planning, and access to healthy foods are essential ingredients to healthy diets.  I witnessed this firsthand when I traveled to the food distribution center of the Menominee Indian Tribe of Wisconsin, one of the 20 Indian Tribal Organizations that received funding in 2014 from USDA’s Food Distribution Program Nutrition Education (FDPNE) grants.  Their programs offer cooking classes, recipes, nutrition education and resources for Food Distribution Program on Indian Reservations (FDPIR) participants as well as manage a community garden program which provides fresh fruits and vegetables for tribal members.

Creativity and partnerships allow the Menominee’s innovative educational activities to serve as a shining example of best practices.  A monthly cooking class combines instruction about basic cooking and food safety with interactive games and hands-on recipe preparation.  The class is a joint venture among FDPIR, the Temporary Assistance for Needy Families (TANF) Community Resources Center, and the University of Wisconsin-Extension.

Made in Native America - Exports Growing the Market

During the National Congress of American Indians (NCAI) 71st Annual Marketplace & Convention, I had the privilege to host “Made in Native America: A Workshop on Native Business Exporting”. In this seminar, Tribal leaders and Native business owners came together to discuss the benefits and challenges of moving Native-made/Native-harvested products abroad.

“I believe as we start growing and working together, we’ll never have the poverty that we’ve seen in Indian Country,” says Karlene Hunter, CEO of Native American Natural Foods, during the workshop’s first panel. She continued by remarking, “You need to know your market. You need to know your capacity.”

Smooth Sailing to Grand Canyon West with the Hualapai Tribe

There were many things to celebrate about the newly paved nine-mile stretch of the Diamond Bar Road in Western Arizona, a road that links state and county roads to Grand Canyon West on the Hualapai Reservation. At the ribbon cutting celebration for the completed road, Tribal, state and federal officials all noted the obvious benefit of the paving: The trip for the thousands of visitors every year to Grand Canyon West would be smoother and faster. Hualapai Tribal member Rory Majenty, who emceed the road celebration, pointed out another benefit for tribal members, “We probably won’t have to buy a new truck every few years like we used to have to do because of the rough road!” Tribal members weren’t the only ones dogged by the undulating washboard road. Visitors and tour buses were plagued by flat tires, bent oil pans and hubcaps that flew off into the desert.

The Hualapai Tribe operates the popular Grand Canyon Skywalk over Grand Canyon West. The glass platform juts out in a horseshoe 70 feet over the canyon and is an attraction that draws over 700,000 visitors from around the world annually.

USDA Works With Remote Utah Tribe to Prevent Future Flooding

A massive wildfire followed by heavy rains greatly damaged the landscape of a Utah valley, home to the Skull Valley Band of the Goshute Indian Tribe. The natural disasters broke water delivery systems and disrupted vital community infrastructure.

Recently, the band’s leadership met with USDA officials to find solutions on how they could recover and prevent future flooding events.

At a StrikeForce for Rural Growth and Opportunity meeting held in Tooele near the reservation, Tribal Chairwoman Lori Bear and Vice Chairwoman Kristen Bear-Stewart took the opportunity to share with USDA Under Secretary Robert Bonnie and Deputy Under Secretary Ann Bartuska some challenges they face on the reservation. The USDA officials also toured the flood-damaged area.

A Tour of Development in Downeast Maine

Recently, Tony Hernandez, USDA Rural Development's Housing and Community Facilities Administrator visited Maine to see firsthand how Rural Development can support the growing seafood processing industry in Downeast Maine. Tony also met with leaders from the Penobscot Indian Nation to discuss USDA Rural Development’s ongoing support of housing and community development on the Tribal lands.

We had a very valuable trip, starting with a visit to Prospect Harbor to see the Maine Fair Trade Lobster Company. Formerly the Stinson Seafood Cannery, the largest sardine cannery in the nation, the building and equipment were purchased by what became Maine Fair Trade Lobster Company. The purchase preserved much-needed jobs in the area, and the facility now employs approximately 170 workers and processes over 50,000 pounds of lobster every day. We're working with community leaders in Prospect Harbor to ensure USDA Rural Development supports community capacity building and infrastructure development as businesses like Maine Fair Trade Lobster Company expand and increase employment.

Tribal Youth Celebrate New, Safe Place to Learn

"In the Dakota language, there is no word for 'child' or 'children.' Instead, there is 'wakanyeja,' which means 'sacred little ones,'" reported a local newspaper. The importance of that future generation was evident on the Spirit Lake Indian Reservation in North Dakota as we broke ground for a new Head Start facility. This was a special project to me as it embodies so well what we do at USDA Rural Development.

President Obama’s recent visit to North Dakota highlighted our tribal areas and opportunities for native youth. This project aligns with the President’s vision as well as being a strong validation of Secretary Vilsack’s StrikeForce initiative. The Secretary’s leadership has allowed us to further identify issues in areas of persistently high poverty, which cultivated the ensuing meetings that helped make this project a reality.

New State-of-the-Art School Complex on the Warm Springs Reservation Celebrates Traditions, Nurtures Young Learners

As young learners of the Warm Springs Indian Reservation of Oregon walk through the doors of their new school this month, they will become part of a new history of education ideals and community collaboration that will ensure their future success and well-being.

The new Warm Springs Academy, funded in part with a Community Facilities loan from USDA Rural Development and part by Jefferson County, replaces a cramped and neglected 1930s school building with a state-of-the-art complex featuring modern science and computer labs, art and music rooms, a gymnasium, a large gathering place for the cafeteria and kitchen, and many cultural features that celebrate the tribal community’s heritage and traditions.

Reap What You Sow: Choctaw Children Learn about Gardening and Cooking

“How many of you like vegetables?”  The question posed to a gathering of Choctaw children in a garden in rural Mississippi elicits skeptical responses.  But upon sampling the fresh produce harvested with their own hands, however, the children’s stereotypes of disgust turn to surprises of delight.  A young boy taking a giant bite out of a juicy tomato could be the poster child for the vibrant red fruit.  A pair of sisters declares cucumbers as their favorite.  The newly adventurous children are even willing to taste raw eggplant…Now that’s impressive.

Through a summer program made possible by a Food Distribution Program Nutrition Education (FDPNE) Grant from the Food and Nutrition Service, 150 children from the Mississippi Band of Choctaw Indians were able to get up close and personal with fresh fruits and vegetables.  Twice a week, children ages 6-18 from the Boys and Girls Club and the Tribal Youth Court participated in the lifecycle of planting, picking, and preparing produce.  The week my colleagues and I visited the Choctaw Indian Reservation, the children scattered seed for iron clay peas, witnessed the hustle and bustle of a farmers market, and learned how to dice vegetables for a salsa recipe.

Bees Help Native American Students Learn about Math, Science

There’s nothing like a little “hands-on” activity to help students learn. And what better way to encourage math and science education than to give students an opportunity for the ultimate “hands-on” experience: working with honey bees.

That’s what Native American high school students are doing at the USDA Carl Hayden Bee Research Center in Tucson, Arizona. At the lab, operated by USDA’s Agricultural Research Service (ARS), researchers study honey bee nutrition and health to ensure that these insects can effectively pollinate billions of dollars’ worth of fruits and vegetables each year.
