Food Safety Outreach Program
The Food Safety Outreach Program will complement and expand the national infrastructure of the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program. The Food Safety Outreach Program will build upon that national infrastructure, with a sustained focus on delivery of customized training to members of the target audiences. Awardees will develop and implement food safety training, education, extension, outreach and technical assistance projects that address the needs of owners and operators of small to mid-sized farms, beginning farmers, socially-disadvantaged farmers, small processors, or small fresh fruit and vegetable merchant wholesalers. Grant applications will be solicited directly from those in local communities to include those from community-based organizations, non-governmental organizations, food hubs, farm cooperatives, extension, and other local groups.

USDA Rural Development offers grants to improve rural transportation systems for intermediaries seeking to provide rural communities with training and technical assistance to improve transportation services and facilities.

USDA-RD Value Added Producer Grants
USDA-RD is making $37 million in grants available under the Value-Added Producer Grant (VAPG) program to develop new products from raw agricultural products or promote new markets for established products. Veterans, socially-disadvantaged groups, beginning farmers and ranchers, operators of small- and medium-sized family farms and ranches, and farmer and rancher cooperatives are given special priority.
Deadline: March 5, 2020, at midnight eastern time.

USDA-NIFA Beginning Farmer and Rancher Development Program (BFRDP)
USDA is offering funding through The Beginning Farmer and Rancher Development Program which supports education, mentoring, and technical assistance initiatives to help beginning farmers and ranchers with entering, establishing, building, and managing successful farm and ranch enterprises.

USDA-RD Rural Business Development Grants
USDA is making the grants available under the Rural Business Development Grants program for intermediaries seeking to provide rural communities with training and technical assistance to improve transportation services and facilities. USDA does not provide funding directly to individuals under this program. National organizations focused on serving rural communities are eligible to apply. Applications will be scored reviewed and selected on a competitive basis.
Deadline: May 14, 2020 at 4:30 p.m. local time.
USDA-RD Distance Learning and Telemedicine Grants
USDA is making $71.7 million in grants available under the Distance Learning and Telemedicine Grant program. This program helps rural communities use telecommunications-based audio and video equipment to connect teachers, students, medical providers and rural residents with each other and the world. Applicants in rural areas of 20,000 people or less who provide education or health care services through telecommunications facilities are eligible to apply.

Previous Funding Opportunities
USDA Rural e-Connectivity Pilot Program Applications
USDA Rural Development will begin accepting the first round of applications for the Rural e-Connectivity Pilot Program (ReConnect Program) on April 23, 2019, through reconnect.usda.gov. In March 2018, Congress provided $600 million to USDA to expand broadband infrastructure and services in rural America. The program, called “ReConnect,” includes loans and grants that will be awarded to help build broadband infrastructure in rural America. USDA is making available up to $200 million in grants, $200 million in loan and grant combinations, and $200 million in low-interest loans.
The application deadlines are:
- May 31, 2019, for grants;
- June 21, 2019, for loan/grant combinations; and;
- July 12, 2019, for low-interest loans.
Applicants can request technical assistance from USDA by filling out the contact form. Telecommunications companies, rural electric cooperatives and utilities, internet service providers and municipalities may apply. Projects funded through this initiative must serve communities with fewer than 20,000 people with no broadband service or where service is slower than 10 megabits per second (mbps) download and 1 mbps upload.
USDA Rural Community Development Initiative Grants
USDA is accepting applications to spur community and economic development in rural communities. The grants are available under the Rural Community Development Initiative program, which allows qualified intermediaries to provide assistance to help improve housing and community facilities, and to implement community and economic development projects in rural areas. Applicants are encouraged to consider projects that will support the Administration’s goal to combat substance use disorder, including opioid misuse, in high-risk rural communities by strengthening the capacity to address prevention, treatment and/or recovery. Applications are due by June 5, 2019.

USDA Community Facilities Technical Assistance and Training Grant
USDA is making grants available under the Community Facilities Technical Assistance and Training program. These grants help rural communities with limited resources and staff access USDA funding for essential community facilities. Eligible recipients are public entities, private nonprofit organizations and federally recognized tribes that have experience in providing technical assistance and training to rural entities. Eligible projects include those involving multi-jurisdictions and collaborations among rural communities. USDA encourages applications that will support the Administration’s goal to combat substance use disorder, including opioid misuse, in high-risk rural communities by strengthening the capacity to address prevention, treatment and/or recovery.

USDA Rural Health and Safety Education Competitive Grants Program (RHSE)
RHSE is accepting applications for RHSE programs. These should be community-based, outreach education programs, that provide individuals and families with: Information as to the value of good health at any age; Information to increase individual or family’s motivation to take more responsibility for their own health; Information regarding rural environmental health issues that directly impact on human health; Information about and access to health promotion and educational activities; and Training for volunteers and health services providers concerning health promotion and health care services for individuals and families in cooperation with state, local and community partners. Eligible applicants include Land-grant colleges.
