Secretary’s Column: Landmark Farm Bill Support for Conservation Helps to Boost Rural Economy

Rural Americans have always had a strong connection to the land. Since 2009 alone, more than 500,000 farmers, ranchers and rural land owners across the country have embarked on record conservation projects with USDA as a partner. This week, USDA built on those efforts by announcing two new conservation programs that provide producers with even stronger tools to protect land and water resources across rural America.

The Agricultural Conservation Easement Program (ACEP) and the Voluntary Public Access and Habitat Incentive Program (VPA-HIP) were both established under the 2014 Farm Bill. ACEP, which streamlines several existing USDA easement programs, makes available $366 million per year to a variety of public and private partners for conservation easements. The easements provided through ACEP help ensure the long-term viability of our food supply by preventing conversion of productive lands to non-agricultural use, while simultaneously protecting critical wetland resources.

Expanding Opportunities for Small-Scale Beef Producers

Sometimes big things come in small packages.  At USDA, we provide programs and services to producers of all sizes – and now we’re offering even more to small-scale and local beef producers.  Many small-scale producers are contributing to the growth of the grass-fed beef industry.  And, thanks to a new program tailored to meet their needs, they now have another resource in their marketing toolbox.

The USDA Grass Fed Program for Small and Very Small Producers, administered by USDA’s Agricultural Marketing Service (AMS), is designed as a verification tool for small and very small producers to certify that animals meet the requirements of the grass-fed marketing claim standard and will make them eligible to have their products marketed as “USDA Certified Grass Fed Beef”.

With today’s label-conscious, savvy consumers, producers are relying on verified and certified labels to help distinguish their products in the marketplace.  This new initiative joins our suite of consumer-trusted verification programs for meat, poultry, and eggs.

Secretary's Column: Farm Bill Supports Specialty Crop Growers, Improves Access to Healthy Food

The 2014 Farm Bill has already set in motion and accomplished so much for our country. With historic support for specialty crop producers across the country, the bill will touch every one of our lives through one of the most basic of human needs: food.

Specialty crops make up the bulk of what we eat—all of our fruits and vegetables, tree nuts and dried fruits—as well as things like cut flowers and nursery crops. They are half of MyPlate at every meal, and the daily source for most of our vitamins and nutrients. For many in rural America, these crops not only provide nutrition, they are also a primary source of income.

For nearly a decade, USDA supported specialty crop growers across the country through the Specialty Crop Block Grant (SCBG) program. These grants enhance the competitiveness of specialty crops, sustain the livelihood of American farmers, and strengthen rural economies.

USDA Helps Develop Next Generation of Ag Scientists

So far, Irvin Arroyo has not strayed too far from the farming world. Growing up, he lived and worked with his parents at a 200-acre vineyard in Madera, California, where he tended the vines and harvested the grapes.

When Arroyo went to college at California State University, Fresno (CSU Fresno), he was given a scholarship to work at USDA’s San Joaquin Valley Agricultural Sciences Center in Fresno as an intern.  The laboratory, now in Parlier, is part of USDA’s Agricultural Research Service (ARS). The scholarship had been established by CSU Fresno and ARS soil scientist Gary Bañuelos to foster minority student interest in science careers.

Finding Success with Next Generation Farmers

Not everyone goes to work every day knowing that they will be inspired by the people they meet—I’m very fortunate in that way.  From the federal agencies that I oversee to the farmers and ranchers I visit with, I am truly inspired by their dedication to serving the American people and their commitment to the success of rural America.  And many of the issues that they work on or face in their daily lives are the same issues that we are all concerned with—sustainability and conservation, short-term and long-term stability, and making sure our children and the next generation have paths to success.

During a recent visit to the Texas Panhandle, I stopped to have breakfast and visit with the father and son team who run the Chavez family farm.  Carlos and Greg Chavez farm 3,600 acres of corn, wheat and cotton, and run 1,200 head of cattle on winter wheat.  Greg, the son, has focused his attention on implementing new crop watering techniques, leveraging technology and conservation practices to combat the inherent dryness brought on by the strong Panhandle winds.

Stopping a Winged Purveyor of Disease and Death

During the month of April we will take a closer look at USDA’s Groundbreaking Research for a Revitalized Rural America, highlighting ways USDA researchers are improving the lives of Americans in ways you might never imagine.  For example, researching mosquitoes that spread diseases that threaten human health worldwide.

Today is World Health Day, and this year’s theme is vector-borne diseases—those diseases spread by organisms like insects, ticks and snails.  Significant vector-borne diseases in the Americas include dengue fever, malaria, leishmaniasis, lymphatic filariasis and schistosomiasis.

One of the most egregious offenders is the mosquito, and the scientists of USDA’s Agricultural Research Service (ARS) are taking aim at this winged attacker with weapons ranging from traditional remedies to computer modeling and satellite images.

USDA-Funded Researchers Map the Loblolly Pine Genome

During the month of April we will take a closer look at USDA’s Groundbreaking Research for a Revitalized Rural America, highlighting ways USDA researchers are improving the lives of Americans in ways you might never imagine, including research into trees that could fuel new energy solutions.

A team of researchers led by the University of California–Davis has mapped the complete genome of the loblolly pine. And if you don’t think that understanding the genetic makeup of loblolly pine is a big deal, perhaps you cannot see the forest for the trees.

Loblolly pine, the most commercially important tree in the United States, is the source of most paper products in this country and 58 percent of timber. On the surface, that might be reason enough for the USDA’s National Institute of Food and Agriculture (NIFA) to invest $14.6 million in 2011 toward science that could increase the productivity and health of American forests.

Coming Together to Improve Human Nutrition

We’ve heard it all before: you are what you eat.  We’re fueled by what we consume, so it’s important to provide our bodies with nutritious food.  That’s why the agencies within USDA’s Research, Education, and Economics (REE) mission area brought together some of the brightest minds at the Federal Government Nutrition Research Workshop last month. USDA Scientists joined forces with scientists and policy makers from other USDA agencies, Health and Human Services agencies, the White House Office of Science and Technology Policy and the U.S. Agency for International Development to discuss the importance of nutrition research.

There are “game changers” in politics, sports, art, music and the like. So it should come as no surprise that there are game changers in agricultural research as well—discoveries that changed the way food is produced, and even created new industries to feed a growing world.

Last week’s seminar commemorating Norman Borlaug’s work to launch the Green Revolution is a great example of how a strong science foundation has helped ensure a steady food supply as the world’s population has grown.

Working Together to Bring Healthy Foods to Communities in Need

Recently, representatives from the White House Domestic Policy Council, the US Department of Agriculture, the Department of Health and Human Services, and the Department of the Treasury joined representatives from various community projects from around the country to discuss how to increase healthy food access to communities in need.  The event included representatives from the National Sustainable Agriculture Coalition, the Food Research and Action Center, Policy Link, and the Fair Food Network.
