Families Achieve the Dream of Homeownership Working Together

Allie Lane was full of excitement and activity. On this short street in the small town of Luling in St. Charles Parish, Louisiana, I was proud to celebrate National Homeownership Month by breaking ground for a new home.

I humbly watched as Jacqueline Campbell, Kimberly Dunn, and Paulette Alexander eagerly picked out shovels to participate in the symbolic dirt toss at the site cleared for construction of the next Self-Help home on Allie Lane. They are all currently renting and ready to roll up their sleeves and go to work to build a better future together for their families.

Homes on the Mend, Neighborhoods on the Rebound

Jessica and Jason Smith used to watch home improvement shows in which old and deteriorating houses are completely renovated. They never thought they’d be the ones giving a neglected home new life—until now. While building their dream of homeownership, they are quite literally helping revitalize a neighborhood.

Last week in honor of National Homeownership Month, I joined U.S. Representative Suzanne Bonamici, local nonprofit Community Action Team (CAT), and community leaders to meet the Smiths at their work-in-progress in St. Helens, Oregon. Jessica and Jason participate in CAT’s Self-help Acquisition Rehabilitation Program (SHARP) funded with support from USDA Rural Development. The effort allows families to use their own sweat equity as down payment on a home and provides an affordable USDA mortgage for the balance. As the local partner, CAT receives USDA Mutual Self-help Housing grant funds to qualify families, identify home sites, and coordinate professional construction assistance.

A Celebration of Homeownership

Homeownership Month 2015 is already coming to the end, and I couldn’t be happier with the celebrations I’ve participated in, read about or listened to stories of.

In 30 days I have visited seven states across our nation to meet the people that work for and with USDA Rural Development to help make homeownership a reality for so many rural American families.

I’ve seen hardworking folks in California and Montana push up the walls to their future homes; I met families in Ohio and Oklahoma who were already moved in, but still thoroughly filled with the joy of homeownership.

Experiencing the Hope, Surprise and Joy of Homeownership in Delaware

I wake up every day excited to work for an agency that gives rural American families three intangible gifts through homeownership: hope, surprise and joy.

They experience a sense of hope when they find there are affordable options to become homeowners. They surprise themselves by doing the incredible amount of work it takes to literally build the dream, and they experience unbounded joy when they move into their own home.

Partnerships Bring Rural Health Care to South Dakota

"We wouldn't be all that we are today if it weren't for USDA”, said Verne Hansen, Board President of the Faulkton Area Medical Center (FAMC).  With help from Rural Development, South Dakota, FAMC leveraged $5 million in loans and loan guarantees to build a state-of-the-art 12-bed facility serving as the Critical Access Hospital for Faulkton (population 744) and the surrounding community.  This new facility has yielded a 500% increase in patient revenues and improved the level of care. Due to overwhelming demand, FAMC is planning an expansion to continue meeting the health care needs of rural South Dakotans.

Recently, South Dakota’s Rural Development office teamed up with the Department of Health and Human Services, the State of South Dakota, the South Dakota Association of Healthcare Organizations, Dakota State University, and East River Electric Cooperative to bring together providers and funders to generate concrete plans improving access to rural health care in our state. One concrete outcome was workshop on the collaborative Rural Health Financing Initiative, where we focus on maximizing and utilizing the resources we currently have at our disposal to best meet the needs of today and the future. To illustrate the path to success, Faulkton Area Medical Center CEO Jay Jahnig gave a first-hand example of how USDA was able to provide the financial support that allowed FAMC to significantly increase its quality and quantity of service to the community.

South Dakota: A Strong Force in Economic Development

To me, the phrase 'economic development' is more than a buzzword – and that was reinforced during an all-too-brief trip to western South Dakota. It's easy to get caught up in the policymaking and program implementation in Washington, D.C., and I find great value in getting to the field so I can see exactly how these programs are helping our local stakeholders and partners, small business lenders, and entrepreneurs make investments in the local economy.

I started out the day in Sturgis, where we met up with Legends Suspensions owner Jesse Jurrens. With the backing of two Business & Industry Guaranteed Loans, Jesse has shaped and changed the sport and lifestyle of motorcyclists globally. With his lean and efficient business model, he's become a global force in motorcycle suspensions. We also visited Landsport, another Sturgis-based business that specializes in manufacturing and marketing aluminum loading ramps, drop deck ramps, service ramps, and other custom applications. Landsport used a Business & Industry guaranteed loan to expand its production and work staff. After meeting with the staff at both facilities, I walked away knowing these operations have a long-term vision for success and growth.  USDA and our lending partners helped give them the freedom to execute that vision.

Safe and Secure Rural Homes: Continuing the Tradition in Kentucky

USDA celebrates National Homeownership Month each year in June, and we continue to shine the spotlight on projects across the nation. I wanted to illustrate the work we do to provide ladders of opportunity for rural residents who might not have such an opportunity without the support of USDA Rural Development.

I had the pleasure of meeting one such person this week. His name is Tex Peyton and for the past 18 years he lived in a basic two-room house in Eastern Kentucky that lacked indoor plumbing.

Building a Better Future Together: Homeownership Month 2015

Rural America faces a unique set of challenges when it comes to combating poverty in our towns and communities. Too often, rural people and places are hard to reach or otherwise underserved -- but USDA makes sure they are not forgotten. I believe that USDA and its partners have the tools and the means to expand opportunity and better serve those living in poverty.  This month, Homeownership Month, we are celebrating a program that has helped rural families locate and climb ladders of opportunity into the middle class: The Mutual Self-Help Housing Program.

Fifty years ago USDA initiated The Mutual Self-Help Housing Program to provide very low- and low-income families the opportunity to achieve the American dream of homeownership, and in 50 years, USDA has partnered with more than 100 non-profit Self-Help Housing Organizations to help 50,000 rural American families accomplish homeownership.

Creating Opportunity for All in Rural Communities

Last month, the Obama Administration and the White House Rural Council, with Secretary Vilsack as the chair, launched Rural Impact, a coordinated effort across federal agencies to strengthen rural economies by supporting children and their families.

Today, Secretary Vilsack is in Memphis, Tennessee to attend the 10th Annual Organization for Economic Cooperation and Development Conference. Speaking with delegations from over 20 countries, he is discussing a new report, summarized below. This report examines what we know about kids living in rural poverty in the U.S. and how we can best assist them to reach their full potential.

If we invest in our rural communities, especially children and families experiencing poverty in these areas, we will be building a stronger country for our future.

Rural Housing Service: Stewards of the American Dream and Leading the Way to a Modern USDA with Paperless Processing

This has been the year of innovation at USDA Rural Housing Service. We are working smarter, faster, more efficient and environmentally conscious than ever before.  After years of brainstorming, planning, reengineering, testing, and training, RHS has realized its vision: the Section 502 Guaranteed Single Family Home Loan Program now operates paperless, and we’re saving more than we ever imagined possible.

USDA’s Rural Development State field offices now transact business with private lenders via Web-based uploads and electronic signatures.  This means RHS and our private partners are no longer printing and sending hundreds of pages of paper back-and-forth every time a loan guarantee is used to help a rural American family buy their home.
