In support of USDA strategic missions, the Office of the Associate Chief Information Officer is the functional authority on IT capital planning and investment control, IT  governance, and business process re-engineering.

IT Workforce Planning

USDA IT Workforce Information technology (IT) modernization is in full swing at the U.S. Department of Agriculture (USDA) and cultivating a highly-effective IT workforce capable of meeting mission requirements today and in the future is a top priority and strategic goal of the USDA Office of the CIO (OCIO) for fiscal years (FYs) 2019 – 2022.  In today’s environment where competition to attract and retain skilled IT personnel continues to intensify across both public and private sectors, it more important than ever that USDA be ahead of the curve in defining its current and future IT workforce requirements, identifying IT workforce gaps, and implementing strategies to optimize IT workforce succession planning, recruitment and retention.  Proactive workforce planning is key to achieving the OCIO strategic goal and ensuring that USDA has the right people with the right skillsets to implement, operate and maintain the Department’s IT assets efficiently and effectively.

Strategic Planning, Electronic Government and Audits

The Strategic Planning, E-Government and Audits (SPEA) team provides services that helps 1) ensure that USDA’s IT efforts are aligned with the strategic direction of the department, 2) manage the Department’s participation in e-government initiatives and Open Government activities, and 3) safeguard the nation’s IT resources from fraud, waste and abuse through its audit management program.

Capital Planning and IT Governance

Capital Planning and IT Governance Division (CPITGD) strengthens the mission of the Department of Agriculture through sound and effective IT Portfolio Management and enterprise IT Governance.

CPITGD’s primary mission is the planning, educating, management, data analysis and governance of USDA’s billions of dollars annual IT portfolio of more than two hundred investments and hundreds of programs, projects, systems and applications within them. Recognizing the importance of the USDA IT portfolio in supporting the USDA mission, the Capital Planning and IT Governance Division (CPITGD) is engaged in an ongoing effort to establish, maintain, and support an effective IT investment analysis and decision-making environment. This environment consists of three key components: enterprise-wide executive decision-making, supporting portfolio management tools, and creating repeatable and actionable processes.

Enterprise Architecture

The USDA Enterprise Architecture helps make sure information technology investments align with the mission and goals of the Department. It defines how information and technology should support USDA’s strategic goals and benefit the business.

Information Management

The Information Management Division provides training to help USDA organizations plan, create, distribute, use, secure, manage, and dispose of information—in accordance with USDA policy and management best practices.

We help USDA make sure the right information is available to the right people, in the right format, in the right medium, in the right place, at the right time.
