He is responsible for a variety of PaaS/IaaS/SaaS services, all Enterprise Data Center facilities, critical data center infrastructure, 24x7 operations, help desk, operating systems, data base services, application services, compute (midrange/mainframe), storage, network, automation and hybrid cloud landing zones, such as PaaS and Managed Services. In addition, he is in charge of security governance.

Brandon is the Acting Director of the Security Governance Division (SGD) and the Information Systems Security Manager (ISSM) for the USDA OCIO’s Digital Infrastructure Services Center (DISC), and is responsible for ensuring the confidentiality, integrity and availability of systems, networks, and data within DISC’s span of control. This includes providing guidance, coordinating security certification activities, and ensuring full compliance with federal standards, including FISMA, FedRAMP, DoD SRG, NIST Special Publications and System and Organizational Controls (SOC) compliance.

Prior to her time at CGI, Deb worked for the low code platform provider, Appian, where she managed delivery engagements for multiple Federal clients. Deb holds a master’s degree in information technology from Virginia Tech and has over 20 years of experience managing different aspects of technology at various management and technology consulting organizations and non-profit organizations.

She is operationally responsible for the Department’s Enterprise Cloud Services, Enterprise Hosting Solutions, Enterprise Application Services, Enterprise Digital Services, and Enterprise Network Services. Victoria has worked in USDA since 2009 leading Enterprise Data Center Operations and running mission critical Cloud services.

Prior to joining USDA, he was an Administrative Law Judge for the Social Security Administration, Office of Disability Adjudication and Review from 2015 to 2020.Judge Carlos was in the United States Navy from 1993 through 2015, where he held a number of legal positions, including his final position as Director Appellate Defense, stationed in Washington, DC, supervising more than twenty Navy and Marine Corps appellate defense counsel.

She became an ALJ in 1990, serving 6 years with the U.S. Department of Health and Human Services' Departmental Appeals Board, and before that, 5 years with the Social Security Administration's Office of Hearings and Appeals. Her experience also includes private law practice in western Colorado, serving 9 years as a U.S. Magistrate Judge, primarily in Grand Junction and in Denver, and 4 years as a prosecutor. Judge Clifton received her BA from the University of Florida and JD from the University of Denver College of Law.
