Stephen Morgan


Stephen Morgan serves as an economist in the U.S. Department of Agriculture’s Office of the Chief Economist.

Stephen has expertise in international trade, agricultural markets, and consumer/producer behavior. In his role he conducts economic analysis on changes in trade policy, new trade agreements, and ongoing developments in global commodity and input markets that shape opportunities for U.S. farmers and ranchers.

Before joining OCE, Stephen was a research economist with the International Trade and Development Branch in the Market and Trade Economics Division of the USDA’s Economic Research Service. Prior to that, he was a faculty member in the Food and Resource Economics Department at the University of Florida. 

Stephen received his Ph.D. in Agricultural, Food, and Resource Economics from Michigan State University, M.A. in Political Science from Duke University, and B.S. in Food and Resource Economics & Political Science from the University of Florida. Stephen also served as a Fulbright Scholar researching agricultural economics in Zambia.
