The Office of External and Intergovernmental Affairs (EIA) builds trusted relationships with state, county and local elected and appointed officials, and external organizations (trade associations, philanthropic organizations, and faith-based organizations) throughout the nation to advance USDA and the Secretary’s priorities and to serve as the hub for elected and appointed officials and external organizations to communicate with the Secretary and USDA officials and access programs and services.

In support of USDA strategic missions, the Office of the Associate Chief Information Officer (ACIO), IRMC is the functional authority on the Federal Information Technology Acquisition Reform Act (FITARA), Information Technology (IT) Portfolio Management (a.k.a. Capital Planning and Investment Control (CPIC), IT Governance, Enterprise Architecture (EA), Category Management, OCIO Policy management, E-Government, Strategic Planning, Section 508 compliance, Controlled Unclassified Information(CUI) and Information Collection.

The CPOC monitors and protects USDA’s systems by keeping abreast of new threats to both existing and new technologies and continually monitoring the USDA information technology enterprise to ensure USDA Agencies and Offices computing environments remain secure. The CPOC is fully committed to its mission—Protecting the Business of USDA.

MissionOPEM provides Department-wide administration, leadership, oversight, and policy in the areas of property, fleet and environmental management. This includes issuing guidance and policy, managing data, leasing oversight and compliance and assisting customers for real and personal property management, utilization and disposal; fleet card; and fleet, transportation, and aviation management.

Our MissionOHRM is dedicated to providing leadership and administration of the agency’s human resources programs and initiatives, while delivering related analysis and advisory assistance to the Secretary, Mission Areas, Staff Offices and other policy officials to support informed decision-making regarding USDA’s human resources programs.​
