He has extensive knowledge in leading diverse workforces to oversee large cross functional projects with multiple Agencies, utilizing a balanced combination of superior project management skills, broad technical expertise, and outstanding business sense. He is also a leader in benchmarking, capacity planning, and cross-functional team collaboration with a proven track record to assess processes, identify areas for improvement, and implement process improvement solutions at leverage points to enhance productivity.

Ms. Keeter holds senior executive operating responsibility for all OCIO Administrative programs to include Budget Formulation/Execution for the OCIO Appropriated, Working Capital Funds (WCF), as well as multiple Program Reimbursable accounts. She is also responsible for the OCIO budget and provides executive level guidance/advice for a $1B+ and supporting 1,500+ Federal and 500+ Contract Staff.

In her previous role, Ms. Jackson served as the Associate Chief Information Officer (ACIO) for the Information Resource Management Center (IRMC) U.S. Department of Agriculture (USDA). She was responsible for $2.1 billion for the Department’s strategic missions to include IT Workforce Planning, Strategic Planning, Electronic Government and Audits, Capital Planning and IT Governance, Enterprise Architecture, and Information Management. 

In this role, Mr. Bitner is responsible for the U.S. Department of Agriculture’s (USDA) technological needs as well as its research and development (R&D). He also envisions and sets strategy for how technology will be used at USDA as well as how to further implement cost effective new technologies across the Department.

In this role, Ms. Moses is responsible for the Department’s strategic missions to include IT Workforce Planning, Strategic Planning, Electronic Government and IT Audit Management, Capital Planning and IT Governance, Enterprise Architecture, Section 508 Compliance, and Information Management.

Prior to joining USDA, David served as the Deputy Executive Director, GSA Centers of Excellence (CoE) where he led all engagement operations from concept to completion.  Under David’s leadership, the CoE initiative doubled in agency engagements and also increased both staff and business volume by 50%. David joined the GSA Technology Transformation Service (TTS) Centers of Excellence in November 2018 and led the CoE lighthouse engagement with the Department of Agriculture (USDA).

In this role, he is responsible for developing strategies that enable USDA to fully leverage its data as a strategic asset, improving organizational decision-making and outcomes for citizens. He is also a member of the Federal Chief Data Officer Council working with other CDOs to improve the use of data across government.

Previously, Mr. Brannum was the Associate Chief Information Officer (ACIO) for the Client Experience Center (CEC), responsible for delivering services and capabilities that support USDA personnel across the country and around the globe with the tools they need to deliver the mission. Mr. Brannum previously served as the Rural Development Assistant Chief Information Officer (ACIO). In this role, Mr. Brannum provided executive leadership to facilitate, modernize, and develop information technology resources to effectively support the RD Mission Area.

Michelle Warren began her federal career with the U.S. Department of Agriculture (USDA) in 1988, as a Federal Market News Reporter within the Agricultural Marketing Service (AMS) Agency, then later served as a Contracting Officer responsible for the supervision of purchasing teams handling programs which relates to the purchasing and administration of contracts for fresh and processed fruits and vegetables, specialty crops, and other assigned commodities for distribution to the National School Lunch Program and other Food Assistance Programs.
