Office of Property and Environmental Management (OPEM)

OPEM provides Department-wide administration, leadership, oversight, and policy in the areas of property, fleet and environmental management.

Mission

OPEM provides Department-wide administration, leadership, oversight, and policy in the areas of property, fleet and environmental management. This includes issuing guidance and policy, managing data, leasing oversight and compliance and assisting customers for real and personal property management, utilization and disposal; fleet card; and fleet, transportation, and aviation management. Additionally, OPEM develops and administers policy and guidance for environmental management at USDA, including response and restoration, environmental compliance, and sustainable operations.

Divisions

Environmental Management Division (EMD)

The Environmental Management Division’s primary mission is to provide leadership, policy guidance, and services for environmental protection, natural resource restoration, and sustainability management to reduce USDA’s environmental footprint through two teams:

Response and Restoration Team

EMD’s Response and Restoration Team oversees USDA’s environmental management of hazardous materials, including the following functions:

  • Prioritizing and funding the cleanup of USDA’s hazardous waste sites
  • Developing USDA policy on pollution prevention and environmental compliance
  • Coordinating environmental management systems implementation
  • Ensuring USDA minimizes environmental liabilities for property transfers
  • Promoting brownfield redevelopment to improve quality of life in rural America
  • Coordinating emergency preparedness and response to oil spills and hazardous substance releases as part of the U.S. National Response Team and Emergency Support Function #10

 

Sustainable Practices Team

EMD’s Sustainable Practices Team facilitates the development and implementation of sustainability policies and procedures with the goal of increasing the efficiency of operations and reducing the environmental footprint and operational costs at USDA facilities, through the following programs and strategies:

  • Energy efficiency and cost reduction
  • Renewable energy use
  • Water conservation and efficiency
  • Energy performance contracting
  • Sustainable and resilient buildings
  • Sustainable acquisition
  • Waste reduction and recycling
  • Electronics stewardship

The Sustainable Practices Team leads the USDA’s implementation of several statutes and regulations. In addition, the Team provides program oversight, departmental reporting, and technical assistance and training to USDA Mission Areas, agencies, and staff offices, in support of the programs listed above. Real Property Management Division (RPMD)

The Real Property Management Division's mission is to provide leadership and expertise to the U.S. Department of Agriculture's (USDA) agencies, staff offices, other Federal agencies and the private sector on a variety of real property management and policy issues.

RPMD works to assist leadership in promulgating the responsibilities discussed therein. This includes working in partnership with the General Services Administration (GSA) and USDA agencies to effectively acquire, manage and dispose of all USDA real property. In furtherance of this mission, RPMD issues guidance and policy, manages data, issues reports, provides oversight and compliance, and assists customers to implement current requirements and best practices related to real property.

Personal Property and Fleet Management Division (PPFMD)

Fleet Management

The USDA Office of Property and Environmental Management (OPEM) Fleet Management Division provides department-wide administration, leadership, oversight, and policy for all USDA fleet programs and assets. The Department owns and operates the second largest civilian motor vehicle fleet and one of the largest civilian aircraft fleets in the Federal Government.

The office is strategically responsible for ensuring a safe, reliable, and cost-effective fleet that supports the myriad and critical missions of the USDA, from food safety inspections to agricultural research and forest fire prevention/suppression across the nation. Our core functions involve developing and administering comprehensive policies, managing essential fleet data, overseeing the federal fleet card program, and facilitating fleet vehicle acquisition, utilization, maintenance, and disposal in compliance with Federal laws. A key leadership focus is the strategic implementation of optimization goals and innovative technologies, such as fleet vehicle telematics, to optimize fleet utilization, minimize operational costs, thereby ensuring efficiency and accountability in the stewardship of government resources.

Personal Property

The Personal Property team develops regulations, standards, and techniques concerning receipt, utilization, preservation, disposal, and replacement of personal property.
