Joseph Abbott
Joe began his federal career in 1994 following ten years of distinguished service in the U.S. Army, where he held aviation and personnel management roles. Over the course of his federal tenure, he has served in key human resources leadership positions across multiple agencies, including the U.S. Customs Service, the Internal Revenue Service, the National Oceanic and Atmospheric Administration, U.S. Customs and Border Protection, and U.S. Immigration and Customs Enforcement. He joined USDA Food Safety and Inspection Service (FSIS) in 2013 as the Assistant Director for the Labor and Employee Relations Division and was most recently appointed as the Chief Human Capital Officer for FSIS. Currently, Joe is the Acting Deputy Chief Human Capital Officer for USDA in the Office of Human Resources Management.
He holds a bachelor’s degree in psychology from La Salle University and completed executive leadership programs at Harvard University’s Kennedy School of Government and the Office of Personnel Management’s Federal Executive Institute. His military honors include the Bronze Star, the Air Medal, and the Meritorious Service Medal.
